The United Nations Office At Nairobi (unon), On Behalf Of The United Nations Environment Programme/mediterranean Action Plan/programme For The Assessment And Control Of Marine Pollution In The Mediterranean (unep/map-med Pol) Invites Qualified Interested Firms To Participate In A Pre-qualification Process For The Upcoming Competitive Tender Process For Collection, Shipment And Disposal Of Polyclorinated Bipheny (pcb) Oil, Pcb-contaminated Oil And Pcb-contaminated Equipment In Accordance With Environmentlly Sound Management (esm) Practices In Algeria And Lebanon. The Pcbs Disposal Operations Are Expected To Last One Year. General Informationand Background Of The Project: Algeria And Lebanon, Having Shores In The Mediterranean Sea With Economies In Development, Have Ratified The Convention For The Protection Of The Marine Environment And The Coastal Region Of The Mediterranean (barcelona Convention). Furthermore These Countries, In Keeping With Their Commitments To The Stockholm Convention On Persistent Organic Pollutants, Have Stated Their Intention To Participate In A Project Financed By The Global Environment Facility (gef) (gef Id 9684 - “reducing Pollution From Harmful Chemicals And Wastes In Mediterranean Hot Spots And Measuring Progress To Impacts”) And Executed By Unep/map-med Pol To Fulfill Their Commitment To Phase-out And Eliminate Pcbs By 2025 And If Necessary, With A Justified Prolongation Up To 2028. The Implementation Of Environmentally Sound Pcbs Disposal Actions In These Countries Will Also Contribute To The Promotion Of And Harmonization Among Existing Data Platforms, Monitoring Protocols And Indicators To Comply With The Barcelona Convention’s Ecosystem Approach-based Integrated Monitoring And Assessment Programme (imap). In The Context Of The Aforementioned Gef Project, Phased Out Electrical Equipment Parts And Pcb-contaminated Oil With Pcbs Concentrations ≥ 2,000 Ppm Will Be Exported For Disposal. A Decision On Disposal Actions For Equipment With Pcbs Concentrations ≥ 50 Ppm And < 2000 Ppm Will Be Taken In Consultation With The Stakeholders In Each Country, And May Include The Disposal Abroad Of Only The Pcbs Oil. The Objective Of The Services Is To Remove Pcb Stocks Of Approximately 500 To 800 Metric Tons (close Applications) (i.e., Pure Liquid Pcb Oil, Pcb-contaminated Dielectric Oil And Pcb-contaminated Equipment/solids [metal, Porcelain, Soil, Concrete]) From Various Locations In Algeria And Lebanon; To Collect And Transport Them To Export Harbors; And Finally To Ship These Stocks Abroad To Final Disposal Facilities. The Services Must Comply With All National Relevant And Valid Legislation Both In Algeria And Lebanon Along With The Requirements And Specifications Of The Waste Export – Import Procedures, As Specified In The Basel Convention On The Control Of Transboundary Movements Of Hazardous Wastes And Their Disposal And/or Regulation (ec) No 1013/2006 Of The European Parliament And Of The Council Of 14 June 2006 On Shipments Of Waste, Where Appropriate. A Detailed Terms Of Reference Shall Be Included In The Consecutive Solicitation Documents That Will Be Issued After This Eoi Is Closed.
