Background National Immunization Programmes In The 21 Pacific Island Countries And Areas (pics) Have Achieved Many Successes. All Countries And Areas Have Remained Poliomyelitis-free Since 2000; All Pics Approaching Measles Elimination; And Chronic Hepatitis B Infection Rates Among Children Have Been Reduced Substantially. many Countries And Areas Have Introduced New And Underutilized Vaccines Or Are Planning For Introduction In The Coming Years. However, Challenges Remain With Some Pics Showing Persistently Low Immunization Coverage. Equity Issues In Immunization, Lack Of Effective Communication And Social Mobilization, And Inadequate Data Quality Have Been Identified As Constraints For Achieving And Sustaining High Immunization Coverage Among Pics. Inconsistencies In The Notification Of Vaccine-preventable Disease (vpd) Highlighted The Need To Strengthen Data Management And The Fundamental Concepts Of Vpd Surveillance. There Have Been New Challenges Emerging In Pics Including Safety Issues Related To Deaths Following Immunization In Samoa (two Deaths Following Mmr In 2018) And Subsequent Drop Of Immunization Coverage; Resurgence Of Measles With Increased Measles Virus Importation Which Affected Several Pics Including Fiji, Kiribati, Samoa And Tonga; Outbreaks Of Diphtheria In Some Pics And Increased Vaccine Hesitancy Among General Population. Because Of The Discontinuation Of The Funding For P4 Level Vdi Technical Officer Position In The Division Of Pacific Technical Support, There Is A Substantial Need To Keep This Post In Order To Continue Supporting Pics In Immunization Related Activities. After An Extensive Discussion Between Vdi/wpro And Dps, It Was Agreed That There Was A Need To Hire A Short-term Consultant For Time Being Until The Current Post Will Be Filled In.   Purpose/specific Objective Of The Activity Under The Overall Supervision Of The Who Representative In The South Pacific (who/dps) And The Team Coordinator For The Pacific Health Security, Communicable Disease And Climate Change, In Coordination With The Vaccine Preventable Diseases And Immunization (vdi) Team At The Who Regional Office For The Western Pacific, The Short-term Consultant Being Recruited Is To Provide Technical Support To All Epi Activities In The Pacific Island Countries And Areas.   Of Activities To Be Carried Out The Core Objective Is To Coordinate And Provide Technical Support To All Expanded Programme On Immunization (epi) Activities In The Pacific Island Countries And Areas From The Dps Office In Suva, Fiji.   Method(s) To Carry Out The Activity • Ensure Immunization Programme Continuity As An Essential Health Service In The Pics; • Implement Recommendations From The 2020 Srvc/srcc; • Implement Actions Points From The 2020 Pimm, Particularly: Establish An Independent Evidence-based Decision-making Process For Immunization Policies In Pics; Provide Technical Support On Staff Capacity-building In The Area Of Safe Immunization Practices And Aefi Surveillance Enhance Vaccine Demand Using The "guide For Programme Managers In Wpr In Strategies For Assessing And Addressing Hesitancy, Building Acceptance And Sustaining Vaccination Uptake" • Plan, Prepare And Conduct Comprehensive Immunization Programme Reviews To Update Or Develop National Immunization Policies And Strategies   Qualifications And Experience University Degree, Preferably In Medicine Or Public Health Or Social Sciences. At Least 10 Years Experience In Vaccination Programmes And Vpd Control (e.g. Polio, Measles, Vaccination Campaign, Etc. In Developing Countries.   Technical Skills And Knowledge/skills Candidate Should Have Good Knowledge In The Conduct Of Programme Assessments And Reviews (e.g. Routing Immunization, Vaccine Preventable Disease And Its Surveillance, New Vaccine Introduction); Can Adapt To Diverse Educational And Cultural Backgrounds; Maintain A High Standard Of Personal Conduct; Ability To Work Harmoniously As A Member Or A Team; And Good Writing Skills, Indicated By Publications And Prior Experiences In Drafting Reports.   Languages Written And Spoken Fluency In English Is Essential.   Competencies • Technical Expertise • Teamwork • Respecting And Promoting Individual And Cultural Differences • Communication • Moving Forward In A Changing Environment • Producing Results   Additional Information: Who Will Review All The Proposals And Take The Best Proposal Based On Prevailing Industry Rates.
