Background In The Context Of The Who Health Emergencies Incident Management System (ims), The Incumbent Will Focus On Covid-19 Vaccine Introduction For The Pacific, Providing Technical Support And Advice To Counterparts In Their Efforts To Prepare For The Arrival, Storage And Roll-out Of An Eventual Vaccine Against Covid-19, As Well As To Monitor Roll-out, Community Uptake, Vaccine Hesitancy And The Impact Of Related Interventions.   Purpose/specific Objective Of The Activity The Position Is To Provide Support To The Member States On The Technical And Operational Matters Related To Covid-19 Vaccine Introduction.   Description Of Activities To Be Carried Out The Incumbent’s Duties Will Be Focused On Providing Strategic And Programmatic Support To Decision-making On Covid-19 Vaccine Introduction(s) Across The Pacific, Including: • Implementation Of Who / Sage Recommendations On The Use Of Covid Vaccines • Identification Of Target Populations Based On The Local Epidemiology And Different Vaccine Allocations • Detailed Microplanning And Budgeting For Vaccine Rollout In Collaboration With Unicef Pacific • Identify Risks To Successful Introduction, Diagnose And Manage Bottlenecks Pre- And Post-introduction • Identify Concrete Opportunities And Best Practices For Simultaneously Strengthening Routine Immunization Practices. • Support The Development Of Sops For The Delivery Of Covid-19 Vaccines Appropriate For The Target Populations, And Support Governments In Designing Strategies For Scale Up • Development Of Training Guidelines For Vaccine Providers Including Supportive Supervision • Develop/adapt A Vaccine Introduction Monitoring And Evaluation Framework To Monitor Vaccine Rollout, Community Uptake, Vaccine Hesitancy, And To Assess The Impact Of Interventions Against Suitable Indicators • Support The Monitoring Of Adverse Events Following Covid-19 Immunization (aefis). • Support /adapt A Register Of People Immunized And System Of Documentation Of Immunization • Support Risk Communication And Community Engagement For Successful Vaccine Roll Out • Support Program And Grant Management, In Collaboration With Program And Country Leadership And Help To Prepare High-quality Briefings For Pic Governments, Jimt, Donors And Who   Methods To Carry Out The Activity The Incumbent Will Work As A Member Of The Pacific Health Security & Communicable Diseases (psc) In Who’s Suva-based Division Of Pacific Technical Support. They Will Collaborate Closely With Pic Ministries Of Health/immunization Managers, The Health Operations Pillar Of The Pacific Covid-19 Joint Incident Management Team, Wpro Expanded Programme On Immunization (epi), wpro Essential Medicines And Health Technologies And Health Systems Teams And Unicef Pacific, As The Two Agencies Work To Support Countries To Introduce And Deliver Covid-19 Vaccines Under The Vaccines Pillar Of The “act-a” Initiative, Along With Gavi, Cepi And Global Immunization Partners. The Incumbent Will Report To The Team Coordinator Of The Psc Team/incident Manager And Take Guidance From Joint Incident Management Team (jimt) Pillar Leads – As Well As Manila-based Epi Colleagues. Considering Covid-19 Border Closures There Will Be Flexibility In Terms Of The Incumbent’s Physical Location When Fulfilling The Duties Set Out Above, Until They Can Be Physically Present In Fiji. While Working Outside Of Fiji, The Incumbent Will Be Expected To Work During The Core Working Hours Of The Division Of Pacific Technical Support In Suva, Fiji. As The Covid-19 Situation Continues To Evolve Globally, The Duty Station May Change, And Duties May Be Modified, Based Upon The Technical Needs Of Pics, And Progress Made Under The Vaccines Pillar Of The Act-a.   Qualifications & Experience Education Essential:   Advanced University Degree In Medicine, Nursing Or Public Health With Specialization In Immunization Or Vaccine-relevant Areas.   Experience Essential: At Least Seven Years Of Progressively Responsible Professional Experience, At The National And International Levels, In The Field Of Public Health Including Experience Supporting Vaccine Introduction And Mass Immunization Campaigns. Demonstrated Professional Experience Providing Support To Member States And Evaluating Vaccine Preventable Diseases And Immunization Programmes. Desirable: First Hand Working Experience In The Pacific.   Technical Skills & Knowledge • Proven Knowledge Of Epi Work At Country Level, Including: Microplanning (divisions/districts/facilities), Cold Chain, Vaccines And Safe-injection Equipment Management, Immunization Safety, Supportive Supervision. • Excellent Knowledge Of Disease Burden And Surveillance For Vaccine Preventable Diseases. • Ability To Conduct Research And Analyse Results, Identify Issues, Formulate Opinions, Make Conclusions And Recommendations For Clinical Trials Of New Vaccines. • Ability To Review And Revise Policies And Objectives Of Programmes And Activities. • Interpersonal Skills Using Tact, Patience And Courtesy. • Excellent Knowledge Of Health Systems Including Regulations (related To Safety, Etc.) • Commitment To Implementing The Goal Of Gender Equality By Ensuring The Equal Participation And Full Involvement Of Women And Men In All Aspects Of Work.   Languages Excellent Knowledge Of English.
