The United Nations Office For The Coordination Of Humanitarian Affairs (unocha) At Geneva Is Looking To Establish A Contract With A Service Provider To Undertake Third Party Monitioring (tpm) Of Yemen Humanitarian Response Plan (yhrp) Outputs. The Overall Objective Is To Provide Reasonable Assurances That Financial Contributions To The Yhrp Are Being Used In Accordance With Yhrp Strategic Objectives And To Help Un Agencies And The Humanitarian Country Team (hct) Make Informed And Evidence-based Decisions Based On The Information Generated Through Analysis Of The Monitoring Observations. The Tpm Will Systematically And Objectively Assess: I. The Impacts Of The Various Assistances And/or Services On The Lives Of The Beneficiaries. This Will Be Done By Beneficiary-based Surveys Using Yhrp Strategic And Cluster Impact Level Indicators That Can Be Monitored In This Manner. Ii. To What Extent The Beneficiaries Are Satisfied And Appreciative Of The Assistance Received And The Process Of Assistance Delivery. Iii. To What Extent The Cluster Reported Outputs Are Accurate Compared With The Actual Reality On The Ground Reflect The Actual Delivery On The Ground. Scope Of Tpm: A. Targeted Clusters: The Tpm Will Cover Response Activities From The Following Clusters: Food Security & Agriculture, Health, Nutrition, Wash, Shelter & Non-food Items, Camp Coordination Camp Management, Protection And Education. Two Output Indicators Per Each Cluster And The Associated Impact Indicator Will Be Used As The Basis For The Monitoring. In Addition, Where Possible, The Impact Indicators Of Each Of The Yhrp’s Strategic Objectives Will Be Monitored. B. Geographical Scope: The Tpm Will Be Carried Out In Over A Hundred Districts (the Number Of Districts May Change Throughout The Term Of The Contract) In Yemen Identified In The Humanitarian Needs Overview Or Other Related Document, As Priority Districts Where There Are High And Overlapping Needs And Vulnerabilities. These Districts Have Significant Food And Nutrition Deficits, Wash Needs Are High And Almost Half Of All Idps In The Country Live In There. The Convergence Of Humanitarian Needs Affects Nearly 9 Million People Of Whom Roughly 7 Million Are In Acute Need. It Is Reasonably Assumed That Overall Findings From These Districts Can Be Extrapolated To Reflect The Overall Response Situation In The Country. C. Monitoring Targets: The Tpm Will Monitor And Verify The Assistance Delivered By The Un Agencies And Their Implementing Partners Across The More Than One Hundred Districts (the Number Of Districts May Change Throughout The Term Of The Contract) Identified. D. Implementation Period: The Monitoring Period Will Cover A Yearly Window From November Through October Each Year And Be Carried Out In Several Rounds To Be Confirmed At The Start Of Each Yearly Window. Each Round Covers A Defined Implementation Period And The Schedule And Breakdown Of These Rounds Will Be Confirmed By The Start Of The Contract Each Year. The Tpm Company Will Issue Two To Four Reports Either Quarterly Or Bi-annually To Be Confirmed By The Start Of Each Yearly Contract The Size Of The Service Provider Team Should Consist At Minimum Of Team Leader, Minimum Five (5) Monitors And Data Analyst. The Duration Of The Contract Is Envisaged To Be Three (3) Years, With Optional Two (2) One-year Extensions.
