The United Nations Environment Programme (unep) On Behalf Of The Climate Technology Centre And Network (ctcn) Requires The Services Of An Institution To Deliver The Technical Assistance As Approved By National Designated Entity From Algeria. The Overall Objective Of This Technical Assistance Is To Assess The Technical And Economic Feasibility Of A Waste-to-energy Project At A Cement Plant Belonging To The Groupe Industriel Des Ciments D’algérie. In Particular, A Pilot Project Will Be Designed As Part Of This Technical Assistance To Demonstrate Feasibility. Located In A Climate Hotspot According To Reports By The Intergovernmental Panel On Climate Change (ipcc), Algeria Is Bearing The Full Brunt Of The Adverse Effects Of Climate Change. Algeria's Ratification Of The Paris Agreement In 2016 Led To The Submission Of The First Nationally-determined Contribution, Including A Commitment To Reduce Its Greenhouse Gas (ghg) Emissions By 7% By 2030, Using National Resources, And 22% Conditional On Access To International Financing And Technology Transfer. The Investments Made By Algeria In The Cement Sector Have Made It Possible To Satisfy The Domestic Market And Move Into Exports. However, This Sector Is Known For Its High Energy Consumption, Particularly Of Natural Gas, Which Generates Significant Ghg Emissions. As Part Of Its Energy Management Strategy, The Groupe Industriel Des Ciments D'algérie (gica) Aims To Improve Energy Efficiency And Reduce Greenhouse Gas Emissions, Notably Through The Partial Substitution Of Fossil Fuels By Waste-to-energy Conversion. Inadequate Waste Management Practices Are Associated With Air, Water And Soil Pollution, And Negative Impacts On Ecosystems, Affecting Human, Animal And Plant Health. The Use Of Waste In The Cement Industry Contributes To Effective And Appropriate Waste Management, Improved Resource Efficiency And Reduced Ghg Emissions, Thus Supporting International Climate Agreements And The Achievement Of Sustainable Development Goals Such As Inclusive And Sustainable Industrialization (sdg 9), Sustainable Cities And Communities (sdg 11), Sustainable Consumption And Production (sdg 12), And Climate Action (sdg 13). High Temperatures In Cement Kilns Enable The Destruction Of Even The Most Novice Substances, Creating A Win-win Situation For The Environment: Less Waste Sent To Landfill, Less Risk Of Fire, Less Fossil Fuels, Less Co2 Emissions In Cement Production.
