Unicef Has Now Issued A Request For Proposals In Order To Select A Supplier For The Provision Of Designing The Social Cash Transfer Programme (sctp) Longitudinal Impact Evaluation And Conducting Of The Baseline Survey. ********************************************************************************************* Background The Malawi Social Cash Transfer Programme (sctp) Has Been Providing Monthly Unconditional Cash Grants To Ultra-poor And ‘labor-constrained’ Households Since 2006. The Objectives Of The Programme Are (i) Reducing Poverty And Hunger; (ii) Improving Health And Nutrition In Vulnerable Households; And (iii) Increasing School Enrolment For Children. The Sctp Currently Reaches Over 290,000 Households And Over 1.2 Million Individuals (of Which Over 610,000 Are Children). The Programme Is Fully Executed By Ministry Of Gender, Community Development And Social Welfare (mogcdsw) Of Malawi And By The District Councils. Funding For The Sctp Is Provided By Irish Aid, The German Government (bmz Through Kfw), The European Union, The World Bank And The Government Of Malawi, While Unicef And Giz Provide Technical Support To The Implementation, Coordination, Evidence Generation And System Strengthening. The Government Of Malawi And Unicef, In Collaboration With Development Partners, Commissioned A Longitudinal Impact Evaluation Of The Social Cash Transfer Programme That Ran From 2013 To 2016. Findings Of The Evaluation Provided Solid Evidence That The Malawi Sctp Generates A Wide Range Of Positive Impacts Across Most Social And Economic Domains At The Household And Individual Levels. The 2016 Evaluation Influenced The Design Of The Second Malawi National Social Support Programme (mnssp Ii). The Evaluation Also Significantly Informed The Scale Up Of The Sctp To A National Programme And Remains A Key Reference Document On The Impact Of The Programme. The Evaluation Was However Run Before The Sctp Was Extended To All 28 Rural Districts. Also, Evidence Is Limited To Inform The Design And Implementation Of Social Protection Programmes Over The Long-term. Similarly, Direct Implementation Experience Is Limited And Not Readily Available To Help In Designing And Implementation Of Sustainable Pathways For Households’ Resilience Against Shocks And Graduation Out Of Extreme Poverty. Further The Ongoing Retargeting Exercise Of The Social Cash Transfers Programme In 15 Districts Presents An Opportunity To Bridge Both The Evidence And Implementation Experience Gaps. As A Result, Unicef Is Seeking The Services Of A Reputable, Adequately Experienced And Suitably Qualified Institution/firm To Design A Longitudinal Impact Evaluation Of The Social Cash Transfer Programme In Malawi And To Conduct The Evaluability Assessment And Baseline Survey Of The Evaluation.  The Selected International Institution/firm Is Expected To Partner With A Local Research/academic Institution/firm In This Assignment. The Impact Evaluation Will Serve The Following Purposes: I. Provide Both, Government And Donors (vertical Accountability) And Beneficiaries (horizontal Accountability) With Solid Evidence On The Extent To Which The Sctp Attained Its Envisaged Objectives, As Well As Impacts On Resilience And Poverty Graduation; Inform The Programme Implementation Strategies In The Years To Come And Shed Some Light On Potential Programme Design Improvements That May Be Explored Further In The Future; Generate Recommendations That Will Help The Government Adapt The Sctp To The Emerging And Country-specific Needs In This Area.
