Terms Of Reference For Institutional Contract Title Of The Assignment Long Term Arrangement (lta) For Construction Consultancy Or Engineering Services For Technical Assessment, Architectural Design, On-site Quality Control Of Various Construction Projects Of Unicef Bangladesh For Water And Sanitation, Health, Education, Children Protection, Office Building Facilities Etc. Purpose To Establish Long-term Arrangement With Potential Engineering/consultancy Firm/company Qualified To Provide Required Engineering Services (covering Assessment, Design, Estimation, Monitoring And Supervision) As Per Need Of Unicef’s Different Sections All Around Bangladesh. Location Anywhere In Bangladesh Estimated Duration Initially The Lta Will Be Established For Two (2) Years With The Provision To Extend The Duration For Additional Two (2) Years Subject To Satisfactory Performance And Requirement Of The Office. Tentative Commencement Date 1 November 2021. Each Assignment Under The Lta Must Be Completed Within The Specific Deadline Of Respective Contract. Reporting To Construction Engineer, Supply & Procurement Section, Unicef Bangladesh Background Unicef Bangladesh Is Engaged In A Variety Of Construction/rehabilitation Activities Including Technical Assessment In Order To Achieve The Results Of The Country Programme. Unicef Undertakes Construction/ Renovation Works For Implementing Its Wash, Health, Education, Child Protection Programmes And For Any Other Special Programme/project Operations Within The Working Coverage Locations. From 2017 To 2021 The Value On Construction Interventions Was Close To Us$ 35.32 Million. The Different Programmes Have Varied Capacities To Assess, Design And Monitor Construction Interventions Which Are Carried Out By Implementing Partners Often With Limited Technical Capacity And Over A Wide Geographical Spread Of Bangladesh. In The Context, Unicef Recognizes The Need To Improve In The Area Of Technical Assessment And Quality Assurance Of The Construction Projects At Different Stages By Not Only Hiring In-house Construction Engineers, But Also By Establish Long Term Arrangement With Reputed Engineering Firms In Order To Minimize The Risks Associated With This Type Of Activities. Therefore, To Oversee Construction Sites, Liaise And Coordinate With Project Actors And Following Construction Contracts With Construction Companies And Construction Agreements With Ngo Partners, Expertise Of An Engineering Company Is Planned Under Long Term Arrangement (lta). This Will Support Unicef To Ensure That Its Involvement In Construction/renovation Related Activities - Is Risk Informed And Compliant With Organizational Standards And Procedures. Objectives, Purpose Of Assignment The Purpose Of Establishing The Lta Is To Ensure That The Technical Assessments Are Properly Done Reflecting The Actual Scenario, Recommendation Made For Improvement Of The Facilities Considering Users Requirements And To Ensure Quality Of The Facilities Constructed/rehabilitated Through The Provision Of Additional Technical Monitoring/assessment Capacity To Control And Advise Unicef And The Construction Partners (dpe, Mohfw, Dphe, School Management Committees, Ngo, Private Enterprises Etc.). At Present Unicef Have Only 2 Ltas For Providing Different Engineering Services. In July 2018 Bco S&p Section Established Ltas With 05 Companies. Just After Agreement Invitation Made To All For Different Services But 1 Company (bets) Never Submitted Any Proposal And 02 Companies (fourth Dimension & Acumen Planners And Architects Ltd) Contract Not Extender After July 2020 Due To Performance Issue. Considering Present Volume Of Activities And Make The Service More Competitive And Affordable Construction Unit Require More Number Ltas To Make Sure The On-time Services Requested By Programme And Operations More Specifically, The Construction Consultancy Lta Holder(s) Will Be Responsible Broadly To Provide Services Covering Following Types Of Activities: Technical Site Assessment: To Evaluate The Characteristics Of Sites/existing Structures And Submit A Report Including Structural/detail Analysis, Recommendations For Design And Implementation. Construction Documents: To Prepare All Construction Documents Required For Each Project (renovation/extension/new), Including Layout, Architectural/technical Drawings Including Related Mechanical, Electrical, Plumbing And Safety System (as Required). This Service Should Also Cover Preparation Of Technical Specifications, Bills Of Quantity Etc. Facilitating Construction Process: To Provide Support For Preparation Of Tender Document. Assistance To Obtain Necessary Permits For Any Construction Work (e.g. Owner’s Permit, Construction Permit, Environmental Permit, Necessary Clearance From Government Body Etc.); Supervision Or Quality Assurance: To Provide Support For Ongoing Or Recently Completed Construction Work Covering New Construction Or Rehabilitation Of Wash, Health, Education, Child Protection Or Any Other Special Project Undertaken By Unicef Bangladesh. This To Be Done Ensure Compliance Of Works With Drawings, Specifications And Quality Standards, As Well As With Approved Timeframe And Budget; To Certify Effective Progress Of Works Including Defect List, Certificates Of Partial, Substantial And Final Completion; To Approve Built Drawings Submitted By Contractors; And To Advise Unicef On Any Potential Risks In Respect Of The Project Timeline, Project Budget And Quality Of The Works. Interventions Sectors The Lta Will Cover The Following Main Unicef Sectors Engaged In Main Construction/rehabilitation Activities: Health: Assessment, Surveying, Architectural & Structural Design, Construction Supervision And Monitoring Works Of Health Facilities. Education: Assessment, Monitoring, Construction Supervision And Engineering Work Of Education Facilities. Child Protection: Aassessment, Monitoring, Construction Supervision And Engineering Work Of Child Friendly Spaces And Related Infrastructure. Water Supply And Sanitation: Monitoring, Construction Supervision And Engineering Works For Construction/rehabilitation Of The Drinking Water Supply And Sanitation Schemes Including Facilities Of Wash In Health Facilities, Schools, Learning Centres, Child Friendly Spaces Etc. And Operations: Assessment, Surveying, Architectural & Structural Design, Construction Supervision, Office Renovation And Monitoring Operations Infrastructure Facilities. Methodology: Unicef Wishes To Enter Into (a) Non-exclusive Long-term Arrangement(s) (“lta”) For The Procurement Of The Construction Consultancy Services Listed In Section 6 Of This Tor), As Required From Time To Time During The Term Of The Lta. It Will Be A Provision Of Such Arrangement(s), That Unicef Will Not Be Committed To Purchase Any Minimum Quantity Of These Items, And That Purchases Will Be Made Only If And When There Is An Actual Requirement. Unicef Shall Not Be Liable For Any Cost In The Event That No Purchases Are Made Under Any Resulting Lta(s). The Methodology To Be Used Will Be Influenced By The Type And Stage Of The Construction. The Range Of Technical Support From Lta Holders Will Fall Under Following Ten Categories Of Construction: Topographical Surveys Geotechnical Surveys Hydrology Surveys Architectural Services Building Design Services Large Civil Engineering Projects Electrical And Fire Safety Services Blast Design And Seismic Analysis Environmental Assessment And Permitting Project Management Site Supervision For Understanding The Unit Of Costing Under Different Categories Of Services, Please See The Technical Details Provided In Attached Annex-d. The Lta Agency Is Expected To Deploy Adequate Qualified Staff To Undertake The Assignment Which Will Be Detailed For Specific Interventions And The Required Phase. The Findings And The Results Of The Technical Assessment Should Be Discussed With The Official Of Implementing Partners (government, Ngo, Private Enterprise, Etc.) And Reflected In The Prescribed Report Format. Unicef Will Share The Findings Of The Review With The Concerned Implementing Partners And The Government Coordinating Authority. For New Constructions, The Lta Is Expected To Provide All Kind Of Technical Support Such As Feasibility Study, Initial Assessment, Detail Assessment, Site Survey (topographical, Environmental And Geotechnical), Detail Design And Drawing Preparation, Project Estimation, Bidding Documents Preparation And Pre Construction Services, Onsite Monitoring, Supervision And Quality Control During Implementation Phase. Indicative Assignment Period: The Initial Duration Of The Lta Is For 2 Years With The Provision To Extend It Another 2 Years Subject To The Requirement Of The Office And Performance Quality Of The Consultancy Company. Each Assignment Under The Lta Must Be Completed Within The Specific Deadline Of Each Contract. Verify The Conformity Of The Infrastructure With Design Specifications. Verify The Quality Of Finishing Work. Check The Functionality Of The Facility. Site Investigation (a Single Site For Health Education And Protection Facility And A Sample Of 15% For Sanitation Facilities). Situation Analysis, Assessment And Establishing The Existing Conditions. Prepare Technical Assessment Report Including Recommendations. B) Technical Assessment (new Construction/ Renovation) Data Collection, Field Verification And Records Documentation. Site Investigations. Situation Analysis, Assessment And Establishing The Existing Conditions. Prepare Technical Assessment Report Including Recommendations. Feasibility And Engineering Design Develop Design Criteria And Performance Standards. Formulate And Evaluate Alternative Engineering Solutions For The Project. Develop Conceptual Engineering Designs For The “passed-screening” Alternative Engineering Solutions Including Conceptual Cost Estimates. Establish The Technical, Financial, Economic, Financial And Environmental Feasibility Of The “passed-screening” Alternative Engineering Solutions. Establish Final Overall Cost Estimates. Select And Estimate The Cost Of Optimum Engineering Project Concept. Review, Revise And Finalize Project Concept And Preliminary Designs. Develop Preliminary And Detailed Design Criteria And Performance Standards. Prepare Feasibility Report. Prepare Preliminary And Detailed Designs. Prepare Preliminary And Detailed Design Drawings. Prepare Project Preliminary And Detailed Bills Of Quantities Boqs. Establish Project Preliminary And Final Cost Estimates. Develop Final Project Indicative Implementation Schedule. Finalize The Technical Portions Of The Bidding Documents. Bidding Support And Pre-construction Services Assist The Unicef In Evaluating And Pre-qualifying Contractors And Support The Short-listing Of Qualified Contractors. Arrange And Attend Site Visits, Pre-bid Site Meeting/conference, Respond To Queries, Clarify Bid Documents Etc. Assist The Unicef In The Evaluation Of Received Bids. Assist The Unicef In Contract Negotiations. Organize And Attend A Pre-construction Site Meeting With The Contractor. Prepare All Required Evaluation, Clarifications, Addenda And Reports (as Appropriate). Prepare A Pre-construction Site Meeting Report Review And Finalize The Bidding Support And Pre-construction Services Report. Onsite Work Implementation, Supervision And Monitoring Undertake All Quality Assurance Plans And Related Procedures. Undertake All Quality Control And Related Procedures. Undertake All Progress Control And Related Procedures. Undertake All Cost Control And Related Procedures. Assist Unicef In The Control Of Variation Order And Contract Amendment Procedures. Review And Approve As-built Drawings. Arrange, Organize And Document Regular Progress Site Meetings. Manage Contractor's Work Substantial Completion - Client Provisional Handing Over. Organize And Participate (supervise) In All Substantial Acceptance Tests, Inspections, Proceedings, Start-up, Commissioning…etc And Handover Proceedings. Assist In The Start-up Of Project Operation In Adjusting, Balancing, Identifying Deficiencies And Assisting In Obtaining Corrections, And Performing Inspections Prior To The End Of The Project Defect Liability Period. During The Defect Liability Period, Intervene As Required And Liaise With The Contractor To Fix In A Timely Manner Any Problem That Arises And That Are Covered Under The Defect Liability Guarantee. Provide Unicef With A Final Narrative, Financial And Photographic Report Within 90 Days From The Date Of Issue Of The Taking Over Certificate For Project Site. Review And Approve Contractor’s Construction Schedule. Review And Approve Contractor’s Detailed Designs, Shop And Erection Drawings. Ensure Onsite Material Quality Through Different Tests. Prepare Progress Reports Prepare The Report Of Pending Work And Work To Be Carried Out During The Defect’s Liability Period. Issue The Certificate Of Substantial Completion And Provisional Handover Certificate. Prepare A Defect List And Ensure That All Defects Thereby Listed Are Corrected Within A Maximum Of 14 Days. Issue The Certificate Of Substantial Completion Upon Correction Of All Defects. Prepare The Certificate Of Final Completion And Final Handover Certificate For Later Use By The Unicef. Prepare Assignment Jobsite Work Implementation, Supervision And Monitoring Report. Qualifications Or Specialized Knowledge/experience Required For The Assignment: The Following Criteria Will Be Considered For Selection Of Agency For Lta The Capacity Of The Agency/consultancy Firm To Manage Multiple Assignment At Different Geographical Locations, Please Share List Of On-going Activities. The Agency/consultancy Firm Has Demonstrable Capacity (staff, Equipment, Logistics, Finance) In Similar Types Of Assignment. The Staffing Will Include One Professional Civil Engineer As A Lead (p Eng.) Project Manager And Resident Civil Engineers As Required By The Work To Be Carried Out. All Technical Proposed Staff Should Have Accreditation Of Institution Of Engineers (ieb), Institution Of Architect (iab) Bangladesh As A Fellow And Member. The Agency Must Have Wide Range Of Experience And Technical Expertise In The Field Of Construction And Engineering Consultancy Services (at Least 5 Years). The Agencies Who Has Required Endorsement/certification Form Government And International Body To Conduct Required Services. The Agencies Who Are Interested To Work For Protecting The Rights Of Children And Women. The Agency Is Well Informed Of The Construction Engineering Context Of Bangladesh And Is Very Familiar With Bangladesh National Building Code. The Working Experience With International And Un Organizations Will Be Preferable. 8. General Conditions: Procedures And Logistics Policies Both Parties Should Be Aware Of: No Contract May Commence Unless The Contract Is Signed By Both Unicef And The Institutional Contractor. No Contract Related Activities May Commence Unless The Contract Is Signed And Received By Both Parties. Office Space Will Be Provided By Unicef For Use During The Assessment And Unicef Premises Will Be Available For The Meetings And Consultations. The Institutional Contractor Will Be Responsible For All Support Required To Complete The Assignment Including Accommodation, Meals, Transportation, And Tools Of Trade (including Computers). The Institutional Contractor Will Not Be Entitled To The Use Of Unicef Transportation. Members Of The Institutional Contractor Company Are Not Entitled To Payment Of Overtime. All Remuneration Must Be Within The Contract Agreement. Members Of The Institutional Contractor Company Will Not Have Supervisory Responsibilities Or Authority On Unicef Budget. No Additional Payment Request Beyond The Approved Budget Will Be Authorized By Unicef.
