Background Climate Change Is Impacting Health Considerably And It Is Projected To Have Significant Adverse Impacts On Morbidity And Mortality. It Threatens The Essential Elements Of Good Health - Clean Air, Safe Drinking Water, Nutritious Food Supply, And Safe Shelter. In 2014, Who Estimated That That Between 2030 And 2050, Climate Change Can Cause Close To 250,000 Additional Deaths Per Year Due To Malnutrition, Diarrhoea, Malaria And Heat Stress Alone. Most Climate Change-related Health Risks Can Be Avoided Through A Combination Of Strengthening Health Systems; Improving Management Of The Risks Presented By Climate Change And Its Negative Impacts On Health; And Implementing An Effective Monitoring And Evaluation Mechanism Ensuring Activities Are Executed According To Plans. Under The National Climate Change Policy, The Ministry Of Economy Fiji Has Developed The National Adaptation Plan (nap 2018) To Guide Climate Change Adaptation Work In Fiji. In Alignment With The Fiji-nap, The Ministry Of Health And Medical Services Developed The National Climate Change And Health Strategic Action Plan (cchsap) In 2016 And Is Due To Be Updated In 2022. Based On The World Health Organization’s (who) Operational Framework For Building Climate Resilient Health Systems, The Cchsap Aims To Build Climate Resilient Health System In Fiji By Providing Guidance For Health Systems And Public Health Programming To Increase Their Capacity For Protecting Health In A Changing Climate. The Overarching Goal Of The Cchsap Is To Plan Climate Change Adaptation Measures For The Health System, As Well As To Prevent And Manage Existing And Future Health Risks. The Cchsap Includes Monitoring And Evaluation Aspects And Specified Indicators To Guide The Ministry Of Health To Review The Progress Of Cchsap.   Purpose/specific Objective Of The Activity In Collaboration With The Pacific Climate Change And Environment (pce), Who Division Of Pacific Technical Support (dps) Office And The Government Of Fiji Primarily The Ministry Of Health & Medical Services (mohms), The Consultant Will Develop A Monitoring And Evaluation Framework On  Climate Change And Health In Fiji With Reference To The Policies, Laws, And Regulations.   Description Of Activities To Be Carried Out The General Objective Of M&e Development Process Is To Establish A System That Enables Health Workers And Stakeholders In Climate Change And Health To Track And Assess Progress Within The Cchsap And The Nap And Be Able To Identify Its Achievements (process And Results). The Specific Objectives Are: To Identify And Assess Relevant Indicators For Monitoring And Evaluation Of Health Impacts Of And Adaptation To Climate; To Identify And Assess Sources Of Information/data That Informs Monitoring And Evaluation Of Climate Change And Health Impacts And Adaptation; To Identify And Assess The Reporting System Or Data Collection For The Climate Change And Health Monitoring And Evaluation Process (e.g., Who Is Collecting Data? What Data Is Being Collected, From Where, When, And How?) To Develop A Monitoring And Evaluation Framework That Is Integrated With National Priorities And Processes; To Develop A Reporting Template/tool For The Monitoring And Evaluation Process To Utilize The Proposed Monitoring And Evaluation Framework And Reporting Template/tool To Evaluate Cchsap Progress In Enhancing Health System Resilience To Climate Change. The Work Required In This Tor Is Very Important In The Whole Process Of The Ministry’s Approach Towards Building Climate Resilient Health Systems Through Improved Monitoring And Evaluation Process. The Work Requires Knowledge Of Ministry Of Health Structure, Policies And Plans Regarding Health Emergency And Climate Change And Understanding Of The Health Information/data Management In Fiji.   Methods To Carry Out The Activity Under The Supervision Of The Pce Team Coordinator Based In Who Office, Suva, Fiji, The Consultant Will Carry Out The Following Activities: The Consultant Will Prepare And Submit A Workplan That Includes Data Collection Techniques/method (e.g., Conducting Desktop Review, Interviews With Key Informants (virtually Or Face-to-face), Reporting, Presentation) (est. No. Of Days -1 Day); The Consultant Will Engage Relevant Climate And Health Stakeholders And Activities, As Well As Review Relevant Plans, Policies, And Peer-reviewed Literature To Compile And Assess Indicators (both Those Identified In The Cchsap And Others, As Necessary) For Climate Change And Health Impacts And Adaptation (est. No. Of Days -11 Days); The Consultant Will Prepare A Monitoring And Evaluation Framework And Supporting Reporting Template/tool That Can Be Used To Monitor And Evaluate Cch Plans And Other Plans Relevant To The Work Of Cch Ensuring It Is Also Linked To The National Adaptation Plan M & E Protocol (est. No. Of Days - 15 Days);  Conducts Evaluation Of Cchsap Using Developed Framework And Template/tool To Assess Progress In Enhancing Health System Resilience To Climate Change (est. No. Of Days -5 Days); The Consultant Will Prepare A Report On Recommendations And Lessons Learned Which Will Be Submitted With The Monitoring And Evaluation Framework And Reporting Template / Tool; (est. No. Of Days - 3 Days). Output/s Output 1: The Workplan Including Relevant Climate Change And Health Stakeholders And Activities (5 Days).    Deliverable 1.1: The List Of All Agencies, Departments Working On Cch; Deliverable 1.2: The Workplan For The Consultations And Preparation And Reporting Of The Monitoring And Evaluation Framework And Reporting Tool / Template. Deliverable 4.1: Monitoring And Evaluation Framework And Template/tool; Deliverable 4.2: Final Report On Recommendation And Lessons Learned.   Qualifications & Experience   Education Essential:   Advanced Degree In Climate Change Or Environmental Sciences, Population Studies/survey Or Geography, Public Health, Or Health Sciences; Sociology Work. Desirable: climate Change Or Environmental Sciences And Public Health   Experience Essential: At Least Five Years Of Experience In Climate Change Adaptation And Mitigation, Environmental Health Or Environment Risk Assessment Of Impacts Of Climate Change Or Extreme Weather Events. has Worked In Project Management Particularly In Monitoring And Evaluation.
