Background Ongoing Support Is Needed To Identify And Address The Health System Gaps In The Delivery Of Clinical Ncd Services At These Health Care Facilities, And To Support Health Workers In The Use Of The Clinical Guidelines In The Management Of Major Ncds Following The Pen Protocols.   Purpose/specific Objective Of The Activity Noncommunicable Diseases Are The Leading Cause Of Death In The Pacific Islands. The Early Identification And Effective Management Of Ncds Through Primary Health Care Is Critical To The Reduction In Mortality And Complications From Ncds. Guidance Exists Through The Who’s Package Of Essential Health Services In Primary Health Care (pen) And Through Related Guidelines On Diabetes And High Blood Pressure Which Can Be Adapted To Country Contexts. At The Same Time Changes Are Needed In The Health System To Ensure That Effective Monitoring, Treatment And Diagnosis Are Feasible. The Role Of This Consultant Is To Provide Technical Support To Selected Pics To Support Their Efforts To Improve The Early Identification And Management Of Ncds. The Consultant Will Report To The Team Leader For Pacific Ncd And Health Through The Life Course (pnh) Of The Division Of Pacific Technical Support (dps).   Description Of Activities To Be Carried Out • Phone Calls And Emails. • Virtual Meetings And Virtual Trainings. • Resource Development And Sharing. • Travel To Provide In Person Technical Support, If Possible. Output 1: Supporting Improved Planning For Active Population Screening. Deliverable 1.1.  At Least Three Pics Supported To Strengthen Or Develop Community Screening Plans And Targets. Deliverable 1.2. At Least 2 Regional Workshops To Build Capacity Of Pic Ministries Of Health And Partners To Develop And Implement Community Screening Programs With A Focus On Those Most At-risk. Output 2: Improvements In Adherence To Guidelines And Treatment. Deliverable 2.1: At Least Two Pics Supported To Undertake Clinical Audits Of Adherence To Guidelines And Treatment. Deliverable 2.2 At Least One Pic Supported To Undertake Strengthening Activities Related To Health Professional And/or Patient Adherence To National Guidelines, Including Through Use Of Sms. Deliverable 2.3 Provide Training Of Trainer (tot)or Support For National Training In At Least Four Pics To Improve Health Professional Adherence To Guidelines. Deliverable 2.4 Support Planning And Advocacy For Ncd Investments For Essential Medicine And Supplies (according To Who Pen Guidelines). Output 3: Updating Of National Guidelines On Ncd Management To Reflect Latest Global Guidance. Deliverable 3.1 At Least Two Pics Supported To Plan For Updates Of National Guidelines In Line With Global Guidance. Output 4: Support For Strengthening Of The Early Detection Of Cervical Cancer. Deliverable 4.1 At Least One Pic Supported To Plan For The Implementation Of The Appropriate Secondary Prevention Actions In The Global Strategy To Accelerate The Elimination Of Cervical Cancer As A Public Health Problem.   Qualifications & Experience Education: • Essential: Medical Or Nursing Degree • Desirable: Postgraduate Diploma, Certificate Or Master’s In Public Health Or Related Discipline Experience: • At Least 7 Years Of Experience Within The Area Of Ncd Prevention And Management • Experience Working In Both Hospital And Primary Health Care Service Provision • Working Experience In The Pacific Islands • Experience With Supporting Civil Society Organisations To Implement Ncd Programmes Skills / Technical Skills And Knowledge: • Experience In Providing Technical Support In The Implementation Of The Package Of Essential Ncd Interventions (pen) In Primary Health Care For Low Resource Settings Including Planning And Monitoring • Experience In Delivering Training And Technical Support Remotely Language: English, Written And Spoken Competencies: Strong Communication Skills Results Oriented   Additional Information Place Of Assignment Suva, Fiji With Possibility Of Some Travel To Pics (depending On Travel Restrictions).
