Background In The Division Of Pacific Technical Support (dps), The Pacific Noncommunicable Diseases (ncd) And Health Through The Life Course (pnh) Assists The Northern Pacific Island Ministries Of Health With Implementation Of Their National Ncd Strategies And Plans, Which Includes Ncd Prevention And Management In Primary Health Care. The Adaptation And Adoption Of The Protocols (1,2,5) Of  The Package Of Essential Ncd (pen) Services Is Well Advanced In The Northern Pacific Countries. Ongoing Support Is Needed To Address System And Capacity Issues And To Monitor Progress.   Purpose/specific Objective Of The Activity The Role Of This Consultant Is To Provide Support The Northern Pacific Islands With Strengthening Pen Management And Planning For The Introduction Of The Latest Global Guidance For Ncd Management In Primary Health Care. Support Will Also Be Provided For Ensuring Ncd Service Continuity During Covid-19 Pandemic. The Role Of This Consultant Is To Provide Technical Support To Selected Pics To Support Their Efforts To Improve The Early Identification And Management Of Ncds. The Consultant Will Report To The Team Leader For Pacific Ncd And Health Through The Life Course (pnh) Of The Division Of Pacific Technical Support (dps).   Description Of Activities To Be Carried Out • Phone Calls And Emails. • Virtual Meetings And Virtual Trainings. • Resource Development And Sharing. • Travel To Provide In-person Technical Support, If Possible. Output/s Output 1: Support Pen Strengthening Activities In The Federated States Of Micronesia (fsm), Palau And Republic Of The Marshall Islands (rmi) And Integration With Pacific Chronic Disease Council (pcdc) Systems/protocols Such As The Chronic Disease Electronic Management System (cdems), Type 2 Diabetes Practice Guidelines, Diabetes Self-management Program And The Collaborative Learning Sessions. Deliverable 1.1 At Least Two Virtual Training Sessions With Ministry Of Health Teams In The Northern Pacific On Audit Processes And Interpretation. Deliverable 1.2 Participation In At Least Two Virtual Events In Collaboration With Pcdc And Input On Linkages Between Pen And The Pcdc Approaches. Output 2: Support Future Planning For Pen Strengthening In The Northern Pacific, Considering Need For Health Systems Strengthening (hss) Integration And Changes In Global Guidance For Cardiovascular Disease Risk Charts, Who Hearts Technical Package For Cardiovascular Disease Management In Primary Health Care (and R Module) For Pen. Deliverable 2.1 At Least One Northern Pacific Island Supported To Develop Plans For Update Of National Protocols In Line With Latest Global Guidance For Cvd Risk Charts. Deliverable 2.2 At Least Two Northern Pacific Island Receive Training And Are Supported To Develop Plans For Pen Strengthening And/or Roll-out. Output 3: Strengthen Service Delivery For Ncds As Part Of The Covid Response. Deliverable 3.1 Revision Of Pen Costing Calculator For The Northern Pacific Islands And Support Planning And Advocacy For Ncd Investments For Medicine And Supplies. Deliverable 3.2 Northern Pacific Islands Supported With Planning And Implementation Of Digital Health For Ncd Management. Deliverable 3.3 Northern Pacific Islands Supported To Ensure Appropriate Planning And Monitoring Of Ncd Service Delivery During Covid-19.  output 4: Support For Strengthening Of The Early Detection Of Cervical Cancer. Deliverable 4.1 At Least Two Northern Pacific Islands Supported To Plan For The Implementation Of The Appropriate Secondary Prevention Actions In The Global Strategy To Accelerate The Elimination Of Cervical Cancer As A Public Health Problem.   Qualifications & Experience Education: Medical Degree (essential) Advanced Degree In Public Health (preferred) Experience: • At Least 7 Years Of Experience Within The Area Of Ncd Prevention And Management • Experience Working At A Health System Management Level • Experience Working In One Or More Pacific Island Countries/areas Skills / Technical Skills And Knowledge: • Experience Providing Support On Implementation Of The Package Of Essential Ncd Interventions In Primary Health Care (pen) Including At Planning Level • Experience Conducting Capacity Building For Health Professionals • Experience With Developing Plans, Protocols And Policies On Ncd Management Language: English – Written And Spoken Competencies: • Communicating In A Credible And Effective Way • Producing Results • Moving Forward In A Changing Environment • Building And Promoting Partnerships Across The Organization And Beyond   Additional Information Place Of Assignment Remote With Possibility Of Some Travel To The Northern Pacific Islands (depending On Travel Restrictions); Specific Dates And Countries To Be Finalised Later.
