Description
Background: Corruption Remains A Significant Obstacle To Development Globally And Throughout Southeast Asia And The Pacific (seap) Region. Corruption Is Cross-cutting Numerous Illegal Activities, From The Process Of Harvesting And Manufacturing Illegal Wood-based Products, Migrant Smuggling And Human Trafficking To Terrorism Financing. Corruption Of Public Officials Is Perceived As An Enabler Of Serious And Organized Crimes That Are Undermining Countries’ Abilities To Deliver In Relation To The 2030 Agenda For Sustainable Development. The United Nations Convention Against Corruption (uncac) Provides A Comprehensive Framework To Strengthen Anti-corruption Frameworks In The Region. As All Seap Countries, Including 14 Pacific Island Countries (papua New Guinea, Cook Islands, Federated States Of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Niue, Palau, Samoa, Solomon Islands, Tonga, Tuvalu And Vanuatu) Have Ratified This Universal And The Only Globally Binding Treaty, Which Includes The Mechanism For The Review Of Implementation Of Uncac (uncac Implementation Review Mechanism). States Parties Are All Currently Undergoing The Second Review Cycle, Which Will, In The Coming Years, Provide Reports On Their Implementation Of The Convention To A Wider Range Of Preventive Measures And Recovery Of Assets. The Outcome Of The Uncac Implementation Review Mechanism Provides A Solid Basis For Formulating Anti-corruption Technical Assistance Programmes. The Uncac Review Process Helps Countries To Identify Gaps In Anti-corruption Policies And Frameworks, As Well As Technical Assistance Needs. Unodc Provides Technical Support To Countries So That They Can Translate The Recommendations Into Effective Legal And Policy Frameworks And Sustainable Anti-corruption Strategies. Effective Anti-corruption Efforts Require A Whole-of-government And Society Approach, Including Different Sectors And Branches Of The Government, Civil Society Groups And The Private Sector. Public Engagement Often Makes A Significant Difference. Ongoing Support To Developing National And Regional Capacities To Prevent And Effectively Address Corruption Remains An Important Priority For Unodc. Unodc Works With Member States To Enhance The Capacities Of Their National Anti-corruption Bodies Through The Provision Of Technical Assistance As Well As The Organization Of Training Programmes. In Addition, In Order To Facilitate The Coordination Of International Anti-corruption Efforts And Peer-to-peer Technical Assistance, Unodc Provides A Framework For Regional And Bilateral Support. Support Is Offered To: * Strengthen Anti-corruption Policies, Legislation And Strategies; * Strengthen Institutional Frameworks And Capacities For Control Of Corruption; * Development Of Regional Anti-corruption Forums, Networks And Institutions; * Enhanced Capacity Of The Private Sector, Civil Society Groups, Academia And The Media To Promote And Implement Anti-corruption Strategies. Unodc’s Roseap Regional Programme, Sub-component 2 On Anti-corruption And Global Anti-corruption Programme and global Anti-corruption Programme have Been Designed To Provide A Comprehensive Technical Assistance To Uncac States Parties, Offering The Specialized Expertise, Knowledge Tools And Sharing Of Experience And Good Practice Examples In Preventing And Fighting Corruption, Enhancing The International Cooperation And Recovery Of Assets. Activities Are Aimed At Assisting National Authorities, In Public, Private And Civil Sectors, And Conducting Training And Workshops Events At National, Regional And International Levels. Unodc’s Anti-corruption Efforts In The Seap Region Focus On Supporting Countries To Meet The Requirements Of Uncac By Providing Technical Assistance And Facilitating Regional Exchanges To Translate The Provisions Of The Convention Into Effective Legal Frameworks, Policies And Practices And To Build National Bodies Of Highly Skilled Anti-corruption Practitioners That Will Allow States To Be Well-equipped To Prevent And Combat Corruption. Of Responsibilities : The Objective Of The Assignment Is To Support Both Uncac Pacific States Parties And Non-state Actors, Notably Civil Society, Private Sector, Youth And The Media To Participate In Anti-corruption Activities Online. Due To The Onset Of Covid-19 And Travel Restrictions, Unodc Is Seeking To Continue Its Webinars And Training Activities Virtually. The Successful Consultant Will Advise On And Implement An Innovative, Online Approach To Successfully Deliver Webinars, Trainings And Other Online Engagements. A Webinar/ Training Plan Will Be Developed (goals, Objectives And Indicators) To Guide The Delivery Of The Webinars/ Trainings In 2021 And 2022. Webinars/ Trainings Will Be Organized And Delivered To Target Audiences, Including National And Regional Participants, Uncac Focal Points And The Wider Regional Audience. The Consultant Will Be Required To Liaise Closely With The Unodc Anti-corruption Advisers For The Pacific And Southeast Asia And Relevant National Counterparts In Seap Carrying Out The Tasks. The Assignment Is Home-based With Remote Online Communication In Lieu Of The Travel Missions. Under The Direct Supervision Of The Unodc Anti-corruption Advisers For The Pacific And Southeast Asia, The Consultant Will Be Responsible For The Following Key Tasks: Webinar/ Training Production: Support The Planning, Production And Coordination Of Assigned Webinars/ Trainings, Including But Not Limited To: Support The Creation Of A Core Unodc Webinar/ Training Template, Establishing The Most Suitable Medium (e.g. Microsoftteams, Etc), Easy Insertion Of Video And Infographics, Innovative Use Of Tools (e.g. Miro), Optimal Duration And User-friendly Guidelines For Facilitators, Trainers And Participants. Support Training Of Key Unodc Trainers, Facilitators And Panellists To Source And Prepare Their Training Materials, Including Pre-recordings, For Optimal Webinar/ Training Adaptation And Effectiveness By The Consultant. Support Pacific Participants To Participate In Virtual Webinars/ Trainings, Including With Online 1:1 Sessions. Organization And Planning Of Key Webinar/ Training Sessions In Line With Unodc’s Workplan. Prepare And Deliver All Required Planning Materials For Webinars/ Trainings (e.g. Participant Guides, Producer Guides, Backgrounds, Etc) And Support Any Other Preparations E.g. Fielding Questions From Participants Prior To The Webinars/trainings. Support The Marketing And Promotion Of Un-prac’s Webinars/ Trainings Online To Target Audiences. During The Webinars/ Trainings, Support Facilitators/ Panellists As A Producer And As A Back-up Facilitator E.g. Documenting The Participants, Fielding Questions, Playing Videos/ Pre-recordings, Support With Polling, It Challenges, Recording The Sessions (if Appropriate), Taking Photos, Etc. Coordinate With Participants, External Service Providers, Resource Persons And It Support To Establish And Maintain Knowledge Management And Portal Access To Unodc Materials And Webinars. Ensure That The Template And Webinars/ Trainings Are Focused To The Pacific Audience. Support The Monitoring And Evaluation Of The Sessions, Including Post-training/ Webinar Questionnaires. Perform Any Other Webinar-related Duties As Required. The Consultant Will Manage All The Technological Aspects Of Assigned Webinars/trainings And Ensure Successful Interaction Between Participants And Facilitators/panellists On The Online Platform. The Consultant Will Coordinate The Virtual Outreach Process From Webinar/training Planning To Webinar/training Delivery. Competencies : Core Competencies: Excellent Communication, Reporting, And Professional Skills To Develop And Facilitate The Production Of Online Webinars/ Trainings; Critical Thinking Skills And Ability To Provide Material Supported By Innovative It And Webinar Solutions In A Virtual Formal That Is User Friendly And Engaging; Ability To Work With A Multicultural Environment And A Multidisciplinary Team; Plans, Prioritizes, And Delivers Tasks On Time And Produces Quality Results To Meet Established Goals; Demonstrated Understanding Of Social Protection Themes And Concepts; Willingness To Work Remotely. Functional Competencies: Experience Developing Professional Level Templates For Online Engagement In Simple, Clear English; Experience With Online Virtual Formats To Design And Facilitate Training/ Webinar Productions; Strong Skills And Experiences In Communicating And Presenting Evidence And Ideas Through Online Interventions; Consistent Approach Of Work With Energy And A Positive, Constructive Attitude; Demonstrates Openness To Ideas And The Ability To Manage Complexities Of The Situations; Ability To Work Independently To Meet Deadlines. Qualifications : Education: Minimum Of An Undergraduate Degree In Communications, Journalism, Media, Web Development Or Other Relevant Field. Experience: At Least Three Years Of Developing And Facilitating/ Delivering Online Trainings/ Webinar Production; Previous Experience Producing Webinars With Demonstrated Impact With A National Government, Un Agency, Development Agency Or Advocacy Group; Demonstrable Experience Of Having Undertaken Work To Develop And Deliver Trainings/ Webinars To Build The Capacity And Skills Of Counterparts To Confidently Use A Virtual Platform; Experience In Planning And Producing Webinars/ Trainings And / Or Other Similar Platforms; Experience In Capacity Development, Knowledge Management And Communication Initiatives; Demonstrated Webinar And Capacity Development With The Pacific.
