Background Who Division Of Pacific Technical Support, Pacific Health Systems And Policy Team Is Committed To Advancing Towards Universal Health Coverage (uhc) And Strengthening Integrated Health Service Delivery, Which Are Also Adhere To The Vision Of Healthy Islands In The Pacific. In Order To Achieve The Goal, The Team Has Been Providing Technical Support On: Forming And Monitoring National Health Strategies And Plans; Developing Essential Package Of Health Services; Strengthening Human Resource For Health Policies; Monitoring And Implementation Of Essential Medicine Policy And National Amr Action Plans; And Health Information Systems. Thanks To Eu-acp Funding Support To Help Advance Uhc In The Pacific And To Effectively Respond To Covid-19, Phs Team Is Now Scaling Up Its Scope And Implementation To Further Support Countries And Areas With Very Practical Approach In Planning, Implementation Of Health Policies And Action Plans On Integrated Health Service Delivery As Well As Primary Health Care. As Eu-acp And Who Aim To Achieve A Certain Set Of Targets That Have Been Agreed By Ministries Of Health With This Funding Support, This Pd Describes Tasks Required To Deliver Technical Support And Products To Countries And Areas. In Addition To Eu-acp Funding Support, Phs Team Manages A Project Specific To Fiji To Enhance Climate Resilience Of The Health Systems To Be Funded By The Korea International Cooperation Agency (koica) From 2021 – 23 With At Dps Level And Robust Partnership With The Ministry Of Health And Medical Services Of Fiji (fiji Mohms). Building Climate Resilient Health Systems Has Proven Its Strong Adherence With Achieving Uhc And Health Related Sdg As Climate Resilience Requires Multidisciplinary Approaches Not Only In The Health Sector But Also In A Society. This Cross Cutting Nature Of Climate Resilience Enables Phs Team To Be Engaged With Other Technical Teams At Dps And Important Stakeholders In The Health And Non-health Sector. With A Primary Focus On Climate Resilience, The Team Is To Support Fiji Mohms In Strengthening Its Leadership And Coordination In Climate Change And Health Policy, Enhancing Laboratory Capacity And Surveillance Network, And Community Engagement For Climate Resilience. With Those Ongoing Progresses Towards Uhc And Building Climate Resilient Health Systems, The Incumbent Will Be Tasked To Monitor And Evaluate Implementation Of Two Projects Towards Uhc And Climate Resilient Health Systems.   Purpose/specific Objective Of The Activity The Incumbent Reports To The Team Coordinator Of The Pacific Health Systems And Policy Team, Division Of Pacific Technical Support. The Incumbent Is Expected To Support Pacific Countries With Technical Guidelines And Action Framework On National Health Plans / Integrated Health Service Delivery Endorsed By The Who Regional Office For The Western Pacific And Recommendations Made By The Pacific Health Ministers For Advancing Towards Uhc And The Vision Of Healthy Islands.   Description Of Activities To Be Carried Out Output/s Output 1: Serve As The Focal Point For Health Service Delivery Of Health System-related Eu-acp Project By Being Responsible To: - Deliverable 1.1: Advise On National Health Strategy / Health Service Delivery Related Action Items To Be Funded By Eu-acp In Pacific Countries; - Deliverable 1.2: Provide Technical Assistance In Drafting The Final Project Report Output 2: Support The Implementation Of Fiji Climate Resilient Health Systems Project - Deliverable 2.1: Support Refining And Testing The Developed Assessment Toolkit For Climate Resilience Of Health Facilities, Conduct The Assessment And Provide The Report - Deliverable 2.2: Identify Key Needs For Strengthening Laboratory Facilities Of Fiji Public Health Systems And Support Monitoring Of Procurement Support For Laboratory Facilities - Deliverable 2.3: Support The Development Of Training Materials For Health Workers And Environmental Health Officers In Fiji - Deliverable 2.4: Monitor Progress Of The Project And Implement Monitoring And Evaluation For Biannual And Final Report - Deliverable 2.5: Provide Technical Assistance In Drafting The Final Project Report Output 3: Perform Other Duties As Required To Support Phs Team.   Methods To Carry Out The Activity The Consultant Will Be: • Based In Phs/dps, Suva, Fiji, From July To December 2021; • Provided The Who Standard Secretarial Services, Including A Shared Workspace And It Support For The Consultant To Access The Internet And Who Email System; • Supported By The Relevant Technical Officers (including Npos And Ssas) Of Who In Working With Fiji Ministry Of Health And Medical Services; • Supervised By Team Coordinator Of Phs/dps; • Engaged In Any Other Works For Health System Strengthening Of Phs/dps.   Qualifications & Experience Education At Least Master’s Degree In Public Health   Experience At Least Five Years Of Working Experience In Public Health Sector, Including More Than Three Years Of International Work Experience In Above Areas. Experience Working In Pacific Islands Countries Would Be An Asset.   Skills Knowledge On Climate Change And Health, Including The Specific Context In The Pacific Prior Working Experience With Providing Training And Educating Health Professionals Ability To Work Independently And In A Team Excellent Interpersonal And Communication Skills Computer Literacy (word, Excel, Power Point Etc.) Particularly Management Of Online Conference Call   Language Written And Spoken Fluency In English Is Essential.
