Digitalization Has The Potential To Advance A Safer And More Equitable World, And The Covid-19 Pandemic Has Acutely Demonstrated The Power Of Digital Public Infrastructure (dpi) And Importance Of A Whole-of-society Approach, To Enable The Basic But Critical, Society-wide Functions Needed To Operate Society. However, Increased Digitalization Brings With It The Risk Of Exacerbating Inequalities While Reducing Trust, Access, And Control. A Key Lever For Undp’s Support To Countries’ Digital Transformation Journeys Is A Thematic Digital Readiness Assessment (dra) – An Assessment Focused On One Area Of The National Digital Ecosystem, Systems, Capacity, And Legislation To Provide Actionable Recommendations And Support Countries Inclusive National Digital Strategy. Scope Of Services & Objectives In Response To The Need To Strengthen The Digital Infrastructure And Capacities Around Social Protection In Sri Lanka During The Ongoing Crisis, Undp Sri Lanka, In Close Coordination With Cdo, Will Provide Strategic Support To The Government Of Sri Lanka, By Running A Dra To Assess The Digital Capacities And Capabilities Of The Institutions And Technical Systems Providing Social Protection Schemes. However, Given The Vastness Of The Social Protection Sector And The Multiple Programmes And Institutions Within It, The Scope Of Work Identified For This Assessment Will Be As Follows, Which Will Provide A Representative Snapshot Of The Workings Of The Social Protection System As A Whole: 1.    The Four Programmes Within The Current Aswesuma Programme’s Scope – I.e., Aswesuma Cash Transfers (formerly Samurdhi Benefits)  , Benefits For Persons With Disability, Benefits For The Elderly, And Benefits For Those With Ckdu. 2.    The Samurdhi Department And Its Current Role In Social Empowerment. 3.    One Cash Transfer Scheme Not Included In Aswesuma (mahapola). 4.    One Non-cash Related Scheme Not Included In Aswesuma (thriposha).
