In View Of The Two (2) Failed Competitive Biddings For Lots 5 & 6 Of The “provision Of Catering Services For Project “cultivating Financial Literacy For Marginalized Farmers And Fisherfolks Economic Growth: Advancing Monetary Understanding And Management (amuma)”, The Southern Leyte State University Main Campus, Through Its Bids And Awards Committee (bac), Invites Interested Bidders To Participate In The Negotiation For The Aforementioned Project In Accordance With Section 53.1 Of The Updated 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act 9184, Otherwise Known As The “government Procurement Reform Act (gpra)”. 2. The Southern Leyte State University-main Campus, Through The Following Funding Source: Trust Fund (amuma) Lot 5 ₱249,900.00 Lot 6 ₱249,900.00 Total ₱499,800.00 Intends To Apply The Amount Of Four Hundred Ninety Nine Thousand Eight Hundred Pesos Only (₱499,800.00) Being The Proposed Total Approved Budget For The Contract (abc) To Payments Under The Contract For The Project/contract No. Pb 2024-g&s-09. The Period For The Performance Of The Obligations Under The Contract Shall Not Go Beyond The Validity Of The Appropriation For The Project. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 3. The Southern Leyte State University-main Campus Now Invites Bids For The Above-titled Procurement Project. Delivery Of The Goods Shall Be In Accordance With Section Vi (schedule Of Requirements), And Section Vii (technical Specifications) Of The Bidding Documents Reckoned Upon Receipt Of The Notice To Proceed. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii, Instruction To Bidders. Bidders Should Have Completed, Within Five (5) Years From The Date Of Submission And Receipt Of Bids, A Contract Similar To The Project. 4. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Implementing Rules And Regulations (irr) Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act”. 8 A. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws And Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra 5183. 5.
