The bid capacity required in the given tender to bid having value is related to the average annual contractual turnover. The tenderer must have a minimum average annual contractual turnover of V/N or 'V' whichever is less, where V = Advertised value of the tender in crores of Rupees and N = Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. Additionally, the bid capacity can be calculated using the formula: Available Bid Capacity = [A x N x 2] – 0.33xNxB Where, A = Maximum value of construction works executed and payment received in any one of the previous three financial years or the current financial year (up to date of inviting tender), taking into account the completed as well as works in progress. N = Number of years prescribed for completion of work for which bids have been invited. B = Existing commitments and balance amount of ongoing works with the tenderer as per the prescribed proforma of Railway for statement of all works in progress and also the works which are awarded to tenderer but yet not started up to the date of inviting of tender. However, for this particular tender, the bid capacity criteria is not applicable as the advertised value is below 20 Crores. The Bid Security can be calculated using the following formulas: - For works estimated to cost up to ₹ 1 crore, the Bid Security is 2% of the estimated cost of the work. - For works estimated to cost more than ₹ 1 crore, the Bid Security is ₹ 2 lakh plus ½% (half percent) of the excess of the estimated cost of work beyond ₹ 1 crore, subject to a maximum of ₹ 1 crore. Note that the Bid Security shall be rounded off to the nearest ₹100. There are also formulas provided for price adjustment for changes in cost of signalling works and telecommunication works.
