The purpose of the contract is the conclusion of a framework agreement for the supply of STIB installations with road, heating and industrial diesel and more specifically: 1°) road diesel (mainly for the 4 STIB depots) for A Volume Of ± 16,267,825 Liters/year Currently Delivered To 5 Sites; 2°) Heating diesel (for the various STIB buildings) For a volume of ± 172,620 liters/year Currently delivered to 2 sites; 3°) Industrial diesel for specific uses for a volume of ± 126,866 liters/year to be delivered to potentially 20 sites; 4°) Adblue For The Bus Fleet For A Volume Of ± 120,000 Liters/year Currently Delivered To 5 Sites. The sites to be supplied are all located in the Brussels-Capital Region. The STIB reserves the right to reduce or increase the number of delivery locations during the market, without the prices being able to be modified. The STIB also reserves the right to make changes both in the number of deliveries and in the quantities of diesel delivered. When submitting its application for participation, the candidate produces a declaration in which it confirms that its potential subcontractors are not in one of the applicable cases of exclusion and are in a position to effectively put their capacity Economic And Financial And/or Their Technical Skills Available To The Candidate. This Framework Agreement Will Be Awarded To The Top 2 Bidders. The successful bidder having obtained the highest score will be designated as the “main” successful bidder. The tenderer having obtained the lowest score will be designated as a "secondary" successful bidder, who will only perform in the event of dissatisfaction of the STIB with regard to the services of the main successful bidder or in the event of the latter's inability to provide the services. . The Conditions of this Cascade Framework Agreement will be defined in more detail in the Special Specifications. If for various reasons provided for by law (art. 44 of the Royal Decree of 14 January 2013 establishing the general rules for the execution of public contracts and public works concessions), the main contractor had to be in the impossibility of continuing the distribution of the supplies under the contracted conditions or if the quality of the supplies should no longer satisfy the STIB, the secondary contractor (the one who will have the 2nd best rating for the award criteria) will be called upon to replace him. This procedure is planned in order to guarantee to STIB, on all the supplies covered by the contract, an optimal and uninterrupted level of service until the end of the contract.
