The bidder is required to have prior work experience as a prime contractor or subcontractor on construction works of similar value over the last five years. The bidder must provide certificates from concerned officers for the work performed. The bidder must have completed works with a total monetary value of turnover and civil construction works performed for each of the last five years. Proposals for subcontracting components of the construction of road/bridge, aggregating to not more than 25 percent of the contract price, are allowed. The maximum value of civil engineering works executed in any one year during the last five financial years should be updated to the price level of the current financial year. The bidder should have a minimum prior work experience in civil engineering works. For bids invited in the financial year 2022-23 up to 30 September 2024, the years immediately preceding the year are 2018-19, 2019-20, 2020-21, 2021-22, and 2022-23. The bidder should have completed at least a certain value of civil engineering works in the last five financial years, updated to the current price level. In terms of specific values, the bidder should have completed at least 8% of the total value of civil engineering works in the last five financial years, updated to the current price level. The bidder should have a good track record of performance and should not have been disqualified or blacklisted by any government agency or organization. The bidder should have a valid registration with the Employees' Provident Fund Organization and the Rural Works Department, Bihar, before executing the agreement. In terms of specific values, for works costing up to 10 crore, the earnest money to be deposited is 2% of the total estimated cost. For works costing more than 10 crore, the earnest money to be deposited is Rs 20 lakhs plus 1% of the excess cost of the total estimated cost over and above 10 crore.
