The class eligibility requirement to bid or participate in this tender is that the bidder should be a Registered Contractor of (“A”) of Odisha State PWD or equivalent class of CPWD / Railway / MES / Central or other State Govt.

The bid capacity required in the given tender can be calculated using the formula: Assessed Available Bid Capacity = (A x N x 2 - B) Where: A = Maximum value of works executed in any one financial year during the last five financial years (updated to the current price level) N = Number of years prescribed for completion of the works for which bids are invited B = Value of existing commitments and ongoing works to be completed during the next year(s) (updated to the current price level) Additionally, the bid capacity has a limit for participation in projects, which is: - A bidder can only participate in projects of value equals to or less than 3 times of its Bid Capacity. The value of 'B' in the bid capacity calculation must be furnished in affidavit form. The escalation factor for updating the price level is 10% per year, with the following multiplication factors: - One year before: 1.10 - Two years before: 1.21 - Three years before: 1.33 - Four years before: 1.46 - Five years before: 1.61 Also, the bidder should have successfully completed any civil works in any one financial year during last five financial years up to bid submission deadline of value not less than the amount equal to Rs.92.81 Lakhs, which is 30% of the estimated value of the bid, and annual turnover from all classes of Engineering work contracts of not less than Rs. 123.75 Lakhs, which is 40% of the estimated cost, in any one financial year during last 5 financial years. The financial turnover and cost of Completed works of the previous financial years shall be given weightage of 10% per year to bring them to the price level of the financial year, i.e., the year of bid invitation, using the formula: Weightage factor = 1 + (0.1 * number of years since completion)
