The required prior work experience for the bidder includes experience in civil engineering construction work, with a total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited. The bidder should have experience in road works, with technical personnel having experience in road works as prescribed. The value and percentage of similar works completed are considered, with a requirement for the bidder to have completed similar nature of works. The bidder should have a minimum quantity of PQC equal to 25% of the total quantity in scope of TWT/SPC concrete. For road work completed under Pradhan / Mukhya Mantri Gram Sadak Yojana, the value of road work completed shall be counted as 120% for the purpose of evaluation. The amount put to bid is also considered, with different percentages applied based on the amount: 60% of the amount put to bid if it is Rs.200 lakhs or less, and 75% of the amount put to bid if it is more than Rs. 200 lakhs. The bidder's available bid capacity for construction work should be equal to or more than the total bid value excluding maintenance, calculated based on the maximum value of civil engineering works executed in any one year during the last five years, updated to the price level of the last year at the rate of 8 percent a year. The bidder should have completed similar works, such as CD works including bridges, with a value of at least 25% of the total quantity in scope of TWT/SPC concrete. The bidder should have experience in site clearance, setting out, provision of foundations, piers, abutments, and bearings, prestressed/reinforced cement concrete superstructure, wearing coat, hand railings, expansion joints, approach slabs, drainage spouts/down-take pipes, provision of suitably designed protective works, and other items of work as may be required to be carried out for completing the works in accordance with the drawings and the provisions of the contract. For joint ventures, the lead partner must meet not less than 51% of the qualification criteria, and each of the remaining partners must meet not less than 25% of all the criteria. The bidder's record of poor performance will be taken into account, and the bidder should not have made misleading or false representations in the forms, statements, affidavits, and attachments submitted in proof of the qualification requirements.
