Assessed Available Bid Capacity = (A*N*M - B) Where:
A = Maximum value of civil engineering works executed in any one year during the last five years (updated to the price level of the last year at the rate of 8 percent a year) N = Number of years prescribed for completion of the works for which bids are invited (period up to 6 months to be taken as ½ and more than 6 months as 1 in a year)
M = 2 or such higher figure not exceeding 3 as may be specified B = Value, at the current price level, of existing commitments and on-going works to be completed during the period of completion of the works for which bids are invited. The available bid capacity should be equal to or more than the total bid value excluding maintenance. Additionally, to qualify for the award of the Contract, each bidder should have, in the last five years, achieved in any one year, a minimum financial turnover equivalent to 60% of the amount put to bid, or 75% if the amount put to bid is more than Rs.200 lakhs, with some exceptions for Naxal / Left Wing Extremist Affected Districts. The bidder is required to have prior work experience in civil engineering construction work, specifically having executed and received payments for a total annual volume of civil engineering construction work in the last five years preceding the year in which bids are invited. They should also have work experience as a prime contractor on construction works of a similar nature and volume over the last five years. The bidder needs to provide information on the value of similar works completed, including the project name, name of the employer, description of work, value of the contract, and contract number, for each of the last five years, with a certificate from a Chartered Accountant. The value of similar works completed is required to be at least one-third (or one-fourth in case of Naxal / LWE affected districts) of the estimated cost of the work for which the bid is invited. In terms of financial turnover, the bidder should have achieved a minimum financial turnover equivalent to 60% of the amount put to bid if the amount is Rs.200 lakhs, or 75% of the amount put to bid if it is more than Rs.200 lakhs, with at least 50% of the turnover being from civil engineering construction works. A maintenance engineer with a degree/diploma in civil engineering and three years of experience is also required. The bidder's technical personnel should have relevant experience, and the bidder should provide information on the qualifications and experience of their technical personnel. The bidder should have completed similar works with a value equal to one-third (or one-fourth in case of Naxal / LWE affected districts) of the estimated cost of the work.
