The bidder is required to have prior work experience as a prime contractor or nominated sub-contractor, with the sub-contract involving execution of all main items of work described in the bid document. The experience should be in the last five years and in the current year before the submission of the bid. The bidder should provide information on the quantities of work executed, including Cement Concrete, Masonry, Earth Works, and Bituminous Work. They should also provide the value of contracts completed, with a mention of the contract number, date of issue of work order, stipulated period of completion, and actual date of completion. Specifically, the bidder should provide information on work performed as prime contractor or nominated sub-contractor in the last five years, with values of contracts completed (in Rs. Crore). The bidder should have completed works of a similar nature over the last five years, with a total value of civil engineering constructions work performed in the last five years mentioned. The bidder should have achieved a minimum annual financial turnover in any one year, over the last five years, of the annual value of the contract applied for. Additionally, the bidder should have experience in successfully completing or substantially completing at least one contract of highway (road and/or bridge works) or airport runway of at least 40 percent of the value of the proposed contract within the last five years. Substantially completed works mean those works which are at least 90 percent completed as on the date of submission, with a gross value of work done up to the last date of submission being 90 percent or more of the original contract price. A percentage rate tender is also mentioned, with a value of up to INR 50 Cr. and a percentage of 20%. The bidder should have access to, or have available, liquid assets (aggregate of working capital, cash in hand, and uncommitted bank guarantees) and/or credit facilities up to 25 percent of the value of the contract/contracts applied. The required prior work experience includes the completion of similar works, with a value of at least 90% of the original contract price. The bidder should provide a detailed construction planning and methodology supported with layout and necessary drawings and calculations to allow the employer to review their proposals. For joint ventures, the lead partner shall meet not less than 50 percent of all criteria, and the joint venture must collectively satisfy the criteria. The experience of the other joint venture partners shall be considered if it is not less than 30 percent of the qualifying criteria. In terms of specific values, the cost of the work to be executed can be more than Rs.50 lakhs, more than Rs.15 lakhs but less than Rs.50 lakhs, less than Rs.15 lakhs but more than Rs.5 lakhs, or less than Rs.5 lakhs. The assessed available bid capacity is calculated using the formula: Assessed Available Bid Capacity = (A*N*2-B), where A is the maximum value of work executed in any one year during the last five years. The bidder should have a consistent history of completing works satisfactorily, with a record of poor performance, such as abandoning the work, or rescinding of contract, possibly resulting in disqualification. The bidder should provide information on any litigation or arbitration resulting from contracts completed or under execution by them over the last five years.
