The Capital Region's Center for Property ("CEJ") shall ensure that there is a good physical framework for the Capital Region's healthcare system. CEJ works to create, operate and optimise the Capital Region's hospitals and businesses, which are necessary for the Capital Region to be able to fulfil its important social tasks. To support these tasks, CEJ offers the present framework agreement ("framework agreement") concerning large-scale contracts within the construction trades and main contract tasks in BOR (construction and renovation) and DOT (operation and engineering) in the Capital Region's Center for Property. The framework agreement is entered into with 3 (parallel) contractors who, over the next 2 years (with the possibility of extension for 2 x 1 year), shall continuously assist CEJ with handling tasks in main and large-scale contracts in connection with new construction and renovation of properties owned/leased by the Capital Region. The Framework Agreement Covers Contracts In The Form Of, Among Other Things. Carpentry, Roofing, Facade, Bricklayers, Painters, Flooring, Fences, Blacksmiths, The Technical Trades And Glaziers On Tasks Concerning Modernization, Renovation As Well As New Construction, Extension And Reconstruction. The Tasks May Thus Be Projects Of A Smaller Nature, Such As Minor Renovation Tasks As Well As Projects Of A Larger And More Complex Nature Carried Out As New Construction And/or Reconstruction/Renovation. However, It Is Not Expected That Individual Projects Will Be Implemented On The Framework Agreement With A Value Of More Than Approx. DKK 41.2 Million. (Corresponding To The Current Threshold Value In The Public Procurement Act). Cejs Department For Larger Constructions (sb) Is Thus Not Covered By The Framework Agreement. Specific tasks (orders) regarding the execution of specific tasks within the scope of the framework agreement will be awarded on an ongoing basis – either by direct award or by holding a prior mini-tender. The framework agreement offered is not exclusive or with a purchase obligation. Cej is also offering a framework agreement setup for technical and turnkey contracts in a similar set-up to this one, respectively. Each set-up is offered separately by separate tender notice. The framework agreement setup for large-scale construction contracts/main contracts consists of 3 parallel framework agreements, which are divided into the following 'areas': - Main contract agreement 1 - Main contract agreement 2 - Main contract agreement 3 The individual locations covered by the respective Main Contract Agreements 1, 2 and 3 are described in more detail in Appendix 5 of the Framework Agreement. Reference is made to Appendix 5 of the Framework Agreement for a more detailed description of the organizational division in Cej. Appendix 5 is expected to be adjusted slightly in connection with the tender phase. Tasks under the Framework Agreement are awarded either via direct award or mini-tender. Direct award is used when tasks have an estimated value (contract sum) of less than DKK 3 million, excluding VAT. Direct awards are distributed between the 3 (parallel) Framework Agreements according to the following model: In connection with the preparation of a tender for the Framework Agreement, the Contractor must complete a form (Appendix I: Priority Form), in which the Contractor indicates which Framework Agreement the Contractor in question would prefer to serve and has also indicated the first, second and third priority. Based on these statements, the individual framework agreements will be distributed as follows (where the number indicates how the contractor is ranked after the tender evaluation has been completed): - Contractor No. 1 is awarded 1st priority - Contractor No. 2 is awarded 1st priority and then 2nd priority as far as possible - Contractor No. 3 is awarded 1st priority and then 2nd or 3rd priority as far as possible The above means that the contractor is available for the prioritized agreement and its inquiries about direct awards for specific tasks under 3 million DKK. excl. VAT. If the task is between 3 million DKK. and the threshold value in the estimated value, a mini-tender must be carried out among the three contractors on the framework agreement. This means that the individual contractor can also be assigned tasks at locations other than the location to which the contractor is affiliated. The three agreements (main contract agreement 1, 2 and 3) are each estimated to purchase contract services for approximately DKK 81.25 million per year, and it has been emphasized that the purchasing volume for direct awards and for mini-tenders can be expected to be more or less identical. However, this is determined by the specific needs during the term of the framework agreements. The maximum value of the three agreements (main contract agreement 1, 2 and 3) is each DKK 121.9 million per year, which corresponds to a total maximum value of DKK 487.9 million per main contract calculated for the total term of the agreements of 2 years, including an extension of 2 x 12 months (option). The maximum value of the three (parallel framework agreements) contracts tendered for the full term of the contracts is therefore estimated to be DKK 1.462 billion. The uncertainty regarding the total (maximum) value of the three contracts is due in particular to the fact that there is currently no clarification regarding the contracting authority's purchasing needs. In addition, the individual contractor on main contract agreements 1, 2 and 3 can also obtain awards from other main contract agreements if the primary contractor cannot perform the specific task. On the other hand, the individual contractor on main contract agreements 1, 2 and 3 can also obtain awards of tasks after a mini-tender has been held. The framework agreement with annexes determines the scope and terms of Cej's obligations and responsibilities in connection with the implementation of the framework agreement. The tender is carried out as a restricted tender. This means that a prequalification and a subsequent tender round are carried out, where the prequalified companies are given the opportunity to submit tenders for the framework agreement. Cej will prequalify 6 applicants. If the number of suitable applicants is lower than this, the region may invite the specific number of suitable applicants to submit tenders. The applicant must submit an ESPD with information about turnover, solvency ratio and reference list, cf. the detailed requirements described in this executive order.
