The bidder should have experience in eligible similar nature of work during the last seven years, specifically in the construction of Scientific Fresh Waste Processing Plant/ Waste to Compost Processing Unit / Material Recovery Facility (MRF) along with construction work. The bidder must have work experience on Material Recovery Facility (MRF) work in Assam. The bidder should have completed similar works with a value of at least the minimum eligibility criteria to score 60% marks, and twice the minimum eligibility criteria or more to score 100% marks. The minimum eligibility criteria for financial turnover is an average annual financial turnover of Rs. 1,50,00,000/- on construction works during the last three consecutive years ending March 2024. The bidder should have completed at least 60% of the similar works to be considered eligible. For evaluation of experience, 60% marks are assigned for minimum eligibility criteria and 100% marks for twice the minimum eligibility criteria or more, on a pro-rata basis, with a maximum score of 30 marks. The value of executed works shall be brought to the current costing level by enhancing the actual value of work done at a simple rate of 7% per annum, calculated from the date of completion to the last date of submission of bids. The bidder is also required to be a registered Class 1 contractor of PWD with prior experience in construction of solid waste management plant, material recovery facility, and waste to compost plant. The bidder's performance on work, including quality, will be evaluated with a maximum score of 20 marks. The bidder should furnish the List of eligible similar nature of works ongoing or completed during the last Seven years in (Form “C”) and provide a performance report of works in Form-D, duly signed by the concerned authority of the employer, which includes details of similar works completed, along with values and percentages.
