The required prior work experience for the bidder includes: * Annual financial turnover amount: 67% of the DNIT value, in any one year * Value of similar work: 1/3rd of the respective value of work (not less than one third of the contract value) * Quantities of works: 40% of the estimated quantity of major items * Completion of similar works with a value of at least 1/3rd of the contract value * Experience in works of a similar nature and size for each of the last five years Specific roles and their required experience include: - Project Manager: B.E. Civil + 3 to 5 Years Exp. - Site Engineer: B.E. Civil + 1 Years Exp. Or Diploma in Civil Engg + 3 years Exp - Plant Engineer: B.E. Mech. + 1 years Exp. Or Dip. Mech. + 5 years Exp. - Quantity Surveyor: B.E. Civil. + 1 years Exp. Or Dip. Civil. + 5 years Exp. - Soil & Material Engineer: B.E. Civil. + 1 years Exp. Or Dip. Civil. The cost of completed works of previous years is given weightage of 10% per year to bring them to the present price level. The bidder should also have a minimum annual financial turnover of 25% of the DNIT in any one year for unemployed Graduate/Diploma Engineers. The liquid assets or availability of credit facilities should be 10% of the DNIT Value or 10% of the contract value. The bidder must have completed similar works with a completion rate of not less than 90% of the contract value. The bidder should have executed in any one year, the minimum quantities of the major items of work, usually not less than 40% of the estimated quantity. The bidder is required to submit a certificate of similar nature of work done, completed in the last 5 years, issued by the authorized Engineer in-charge, and a certificate of executed quantities of work done in the last 5 years, issued by the authorized Engineer in-charge. Additionally, the bidder is required to submit a list of existing commitments with the value of remaining work as on the date of submission of the bid, and an audited balance sheet of the last 5 years. The performance report of already allotted works is to be evaluated before allotment of new work, and no work will be allotted to a bidder who has displayed poor performance in any already allotted works. The bidder's bid security amount is also mentioned, with an exemption of 50% for contractors belonging to ST/SC/MOBC/OBC and unemployed Degree/Diploma engineers. The performance guarantee amount is 2% of the contract value.
