Definition Of The Requirement The Department Of National Defence (dnd) Has A Requirement For The Supply And Delivery Of Laptop - Acoustic Replay And Intelligence Exploitation Systems (l-aries). This Requirement Consists Of Seventeen (17) L-aries Systems For The Ch148 Cyclone Helicopter And Cp140 Aurora Aircraft Fleets Of Which Fourteen (14) In Service And Three (3) For Spares With One Of The Spares Held On Loan At Contractor’s Place/facility For Testing And Development With An Option To Procure Training And Courses Services On L-aries In Halifax, Victoria Or Any Other Place In Canada If Required. There Is A Security Requirement Associated With This Procurement That May Require Access To Restricted Areas. The Supplier And Its Employees Requiring This Access Must Have Minimum A Reliability Status Security Screening Level. There May Be Also Controlled Goods Access Related To This Procurement. Criteria For Assessment Of The Statement Of Capabilities (minimum Essential Requirements) Any Interested Supplier Must Demonstrate By Way Of A Statement Of Capabilities That Its Products And Services For This Procurement Meet The Following Requirements: - The Systems, Products And Services Must Use And Comply With The Following Applicable Documents: · Gdms-c Qr-04918 Rev. 1 Laptop - Acoustic Replay And Intelligence Exploitation System (l-aries) Proposal (proprietary), Or Equivalent. · A-lm-007-100/ag-001 Supply Administration Manual. · A-lm-184-001/js-001 Special Instructions Repair And Overhaul Contractors. · Daod 3003-1 Management, Security And Access Requirements Relating To Controlled Goods. - The Following Technical Documents, Or Equivalent Must Be Provided For This Procurement: · L-aries Requirements Specifications; · L-aries Software Configuration Index; · Engineering Drawing Package; · Factory Acceptance Test Report; · Functional Test Report; · Operator Training Package; · Maintenance Training Package - Delta. - The Systems/products Must Be Compatible With The Existing Acoustic Systems Installed On The Ch 138 Cyclone And Cp140 Aurora And Must Satisfy All Capability Deficiencies And Deliver The Functional Capabilities Identified In 12 Wing’s Socd (statement Of Capability Deficiency). The Gdms-c’s Software On The Modular Vme Acoustic Signal Processor (mvasp) Is Used On Canada’s Aircraft Fleets And The Acoustic Replay And Intelligence Exploitation System (aries) Is Used At The Acoustic Data Analysis Centre (adac) In Halifax. Also, The Aries V2.0 Software Is Used By Canada On The Cp-140 Aurora Maritime Patrol Aircraft And The Ch-148 Maritime Helicopter (programs). It Is Used To Create The Pre-mission Files And Folder Structure For The Mvasp And Cvar/spss Airborne Systems (i.e., Cfds, Maps, Bathy, Arp Files). Aries Is Also Used For Post Mission Analysis For The Same Systems. - The Systems/products Must Demonstrate The Ability To Provide Maritime Helicopter And Aircraft Crews The Capability To Reduce Ped (processing, Exploitation And Dissemination) Cycle Times From Weeks After Returning From Deployment And Physically Delivering Hard Drives To Acoustic Data Analysis Centre (adac), To As Little As Twelve (12) Hours Post Flight During A Deployment At Sea When The Information Is Most Needed. - The Systems/products Must Be Provided With The Latest Qualified Aries Software Baseline (i.e., Aries 3.0 Common Software Baseline), Or Equivalent Installed And Configured For Use With The Relevant Documentation. - The Systems/products Must Include Any Software Upgrades With The Relevant Documentation For On-site Dnd Installation That Become Available During The Contract Period. - The L-aries Systems And Associated Accessories And Devices, Or Equivalent Or Better Based On Time Of The Tender Must Be Provided For This Procurement. - The Option Of Training And Courses Services On L-aries System, Or Equivalent Must Be Provided And Given By Qualified Trainer(s), If Dnd Requires And Decides To Procure These Training And Courses Services. 4. Applicability Of The Trade Agreement(s) To The Procurement This Procurement, On Behalf Of Dnd, Is Subject To The Following Trade Agreement: · Canadian Free Trade Agreement (cfta). 5. Justification For The Pre-identified Supplier General Dynamics Mission Systems-canada (gdms-c) Is The Only Known Supplier Capable Of Meeting The Government Requirement. The Gdms-c L-aries System Has Been Evaluated And Tested On Board Of Hmcs Fredericton, And (gdms-c) L-aries Was Proven To Satisfy All Capabilities For This Requirement. Gdms-c Has The Exclusive Ownership Of Intellectual Property To L-aries Systems And Products And It Is The Original Equipment Manufacturer (oem) Of L-aries Systems. 6.
