For Joint Ventures (JV), the lead partner should have a financial capability to meet cash flow requirement of subject contract, not less than 51% of the respective limits, and the second partner should have a financial capability of at least 26%. The overall sum of all partners should aggregate to 100% of the prescribed experience/turnover clause. Note that if the time period of the contract is six months, then N shall be 0.5, and if it is up to 11 months, then N shall be 1.0. Another relevant formula is:

The bidder is required to have prior work experience in similar works, with specific requirements for annual turnover and construction experience. The bidder must have a minimum annual turnover of 30% of the advertised cost for each of the last three financial years. The bidder must also have completed similar works, with a value of at least 30% of the advertised cost for each year. The experience criteria can be met in three ways: 1. Three similar completed or substantially completed works each of value not less than 40% of the advertised cost of the work.
2. Two similar completed or substantially completed works each of value not less than 50% of the average of the limit of group.
3. One similar completed or substantially completed work of value not less than 80% of the advertised cost of the work. The bidder should possess a scanned copy of a year-wise list of works completed during the last five years, with performance certificates issued by an authority not less than an Executive Engineer. The value of work executed shall be brought to current costing level by enhancing the actual value of work at a simple rate of 07% per annum, calculated from the date of completion to the date of bid opening. In the case of a Joint Venture (JV), the qualifying factors to be met collectively include annual turnover from construction/works and particular construction experience. The lead partner must have an annual turnover from construction/works, particular construction experience, and financial capability to meet cash flow requirements of the subject contract, with a minimum of 51% of the respective limits prescribed in the case of individual contractors. The second partner must meet the same qualifying factors as the lead partner, except for the financial capability, which has a lower limit of 26%. The overall sum of all partners' experience/turnover must aggregate to 100% of the prescribed experience/turnover clause. The bidder's access to credit facilities of not less than 10% of the cost of work is also required. The bidder should have completed works similar to the one being procured, with the value updated to the current price level at 7% per annum.
