Zero Invitation to Competition - 367876:1 9x19mm Service Ammunition 04/11/24politiets Fellesjenesters (pft), hereinafter referred to as the Contracting Authority, refers to the announced competition and invites all interested suppliers to submit offers. for more information about the Contracting Authority: Http://www. politiet.no (http://www.politiet.no). For more information about the procurement and rules for implementation, reference is made to the competition basis's "rules for the competition" and other documents published in Kgv.anskafslingsprocedure The procurement is carried out in accordance with the Public Procurement Act ( Procurement Act) of 17 June 2016 No. 73 and Regulations on Public Procurement (procurement regulations) of 12 August 2016 No. 974 Part I and Iii. The procurement procedure is an open tender, Cf. § 13-1 (1) of the Procurement Regulations. All Interested Suppliers Can Submit Offers. Negotiations are not permitted, and there is no reason to change the offer after the offer deadline has expired. filling in the Espd form The espd form is completed in the Espd-online functionality. See more information in the rules for the competition. If the supplier is to fill in information related to persons having committed punishable acts, this information shall not be included in the ESPD form, but delivered in a separate attachment. The attachment must be protected with a password. The password is sent to the client via the message function in Kgv.orientation About the competition implementation tool (kgv) The client uses the competition implementation tool (kgv) from Mercell (formerly Eu Supply), for the announcement and implementation of this competition. Kgv is also called Complete Tender Management (ctm). The supplier must be aware that the basis for competition may consist of both electronic attachments and digital requirements in Kgv, which are available in the tool after logging in. Offers must be delivered electronically with the help of Kgv. There is no reason to submit an offer in any other way. Registration is free and takes place here: Https://eu.eu-supply.com (../../). It is the supplier who bears the risk of ambiguities in the offer, Cf. Procurement Regulations § 23-3 (2). The supplier also has the risk that they manage to deliver the entire offer in Kgv before the deadline for submission expires. Kgv Automatically closes the opportunity to submit offers at the end of the deadline. The client therefore recommends that all suppliers start the work well in advance of the deadline. We further encourage the suppliers to ensure that a sufficient number of people have access to the various parts of the competition basis in Kgv, so that all parts can be answered even in the event of illness, holiday processing etc. It is also important that the supplier ensures that those who have access to The competition in Kgv, they have the necessary authorizations in the system to deliver offers. The offer can be sent several times and revised right up to the offer deadline if desired. The client does not have access to the offers until after the deadline has expired, and will open and evaluate the offers as soon as the deadline has expired. All communication must take place through the Kgv system for audit trails and security for both the client and the suppliers. In order to ensure notoriety and verifiability, all questions must be addressed to the client via the "supplier questions and answers" functionality in the legal tender. Must be signed with a digital certificate or bank ID. missing Digital Certificate If the Supplier does not have access to a Digital Certificate or Norwegian Bank ID, the Supplier must select "without Certificate", print out and sign the offer letter. The signed offer letter is scanned and sent to the client through the messaging system in Kgv before the deadline expires.nb! If the supplier revises the offer, remember to print, sign and send a new offer letter before the deadline. This is because each offer has its own identification code, which must match.
