Description Request For Expression Of Interest For The Re-bidding For The Procurement Of A Service Provider For The Development, Implementation, Deployment, Operations Support, And Software Maintenance Of The Health Insurance System (his) Rei No. 2024-rhis- 05-cs 1. The Philippine Health Insurance Corporation (philhealth) Through The Corporate Operating Budget For Cy2024 Intends To Apply The Sum Of One Hundred Fourteen Million Four Hundred Twenty Five Thousand Pesos (php114,425,000) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The Re-bidding For The Procurement Of A Service Provider For The Development, Implementation, Deployment, Operations Support, And Software Maintenance Of The Health Insurance System (his). Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. Philhealth Now Calls For The Submission Of Eligibility Documents For The Re-bidding For The Procurement Of A Service Provider For The Development, Implementation, Deployment, Operations Support, And Software Maintenance Of The Health Insurance System. Eligibility Documents Of Interested Consultants Must Be Duly Received By The Bac Secretariat On Or Before October 4, 2024 To October 20, 2024 (8:00am – 2:00pm), Working Days Only And On October 21, 2024 (8:00am - 1:00pm) At The Secretariat For The Bids And Awards Committees (sbac) Room 408 And Upon Payment Of One Thousand Pesos (php1,000.00) For The Eligibility Documents. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. 3. The Philippine Health Insurance Corporation Will Hold A Pre-eligibility Conference On October 8, 2024, 1:30 Pm At Sbac Conference Area (room 408), Philhealth Head Office, 4th Floor Citystate Centre, 709 Shaw Blvd., Bgy. Oranbo, Pasig City And Through Video Conferencing Via Ms Teams, Which Shall Be Open To Prospective Bidders. 4. Opening Of Eligibility Documents Shall Be On October 21, 2024, 1:30 P.m. At The Sbac Conference Area, (rm. 408), Philhealth Head Office, 4th Flr., Citystate Centre 709 Shaw Blvd., Brgy. Oranbo, Pasig City. It May Also Be Downloaded Free Of Charge From The Website Of The Philippine Government Electronic Procurement System (philgeps) And The Website Of The Procuring Entity, Provided That Bidders Shall Pay The Applicable Fee For The Bidding Documents Not Later Than The Submission Of Their Bids. 8. The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Expression Of Interest, Including The Eligibility Documents, And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Short List Shall Consist Of Five (5) Shortlisted Consultancy Firm Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Short Listing Are: Experience And Capability Of Firm : 50% Qualification Of Personnel : 30% Current Workload : 20% The Minimum Passing Score For The Shortlisting Criteria Is Seventy Percent (70%). 9. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. 10. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 11. The Procuring Entity Shall Evaluate Bids Using The Quality-cost Based Evaluation (qcbe) Procedure. The Technical And Financial Proposals Shall Carry Seventy (70%) Percent And Thirty (30%) Percent Weight In The Bid Evaluation Respectively. Bids Whose Technical Proposal That Pass The Minimum Technical Rating Of Seventy Percent (70%) Shall Have Its Financial Proposals Opened And Evaluated. The Criteria And Rating System For The Evaluation Of Bids Shall Be Provided In The Instructions To Bidders. 12. The Contract Shall Be Completed Within One (1) Year Exclusive Of The Warranty Period. 13. The Philippine Health Insurance Corporation (philhealth) Reserves The Right To Reject Any And All Bids, Declare A Failure Of Bidding, Or Not Award The Contract At Any Time Prior To Contract Award In Accordance With Section 41 Of Ra 9184 And Its Irr, Without Thereby Incurring Any Liability To The Affected Bidder Or Bidders. 14.
