Description Engagement Of Gender And Development (gad) Consultant For The Development Of National Care Economy Policy Framework A. Rationale The Care Advance Project Is A Development Partnership Among Key Partners Namely, Oxfam Pilipinas, The United Nations Economic And Social Commission For Asia And The Pacific (un Escap), Philippine Commission On Women (pcw) And Philippine Rural Reconstruction Movement (prrm) Whose Common Goal Is To Advance Gender Equality And The Empowerment Of Women And Girls Through Recognizing, Reducing And Redistributing Unpaid Care Work Of Women And Girls In The Philippines. The Project Aims To Contribute To Achieving The Sustainable Development Goal (sdg) No. 5.4, That “recognizes And Values Unpaid Care And Domestic Work Through The Provision Of Public Services, Infrastructure, And Social Protection Policies And The Promotion Of Shared Responsibility Within The Household And The Family As Nationally Appropriate”. Globally And Within The Philippines, Women Bear A Disproportionate Burden Of Unpaid Care Work Which Limits Their Access And Opportunities For Education, Employment, Political Engagement, And Leisure. The Philippine Government Has Taken Significant Steps To Address These Challenges, Such As Adopting The Philippine Plan For Gender-responsive Development (ppgd) 1995-2025. This 30-year Strategic Plan Operationalizes The Beijing Platform For Action Into Tangible Policies, Strategies, Programs And Projects For Filipino Women. Moreover, The 1987 Philippine Constitution, Article Ii, Section 14, Establishes A Commitment To Gender Equality, Leading To The Development And Implementation Of A Framework Plan For Women Through A Gender And Development (gad) Mainstreaming Strategies Such As The Establishment Of An Agency-specific Gad Agenda And Use Of The Gad Budget. Despite Legislative Efforts And Implemented Programs And Services, Women Continue To Face Persistent Disadvantages Due To Systemic Constraints And Barriers. These Include, 1) Ingrained Social Norms That Perpetuate Negative Perceptions And Expectations Of Women; 2) Lack Of Opportunities For Participation In Decision-making; 3) Lower Incomes And Unpaid Labor; 4) Limited Access To Services; 5) Lack Of Assets; 6) Discriminatory Laws And Gaps In Legal Protection; And 7) Failure To Recognize, Reduce, And Redistribute Unpaid Care And Domestic Work. In Response To These Challenges, The National Care Economy Policy Framework Developed Under The Care Advance Project Of Oxfam Philippines In Partnership With Unescap Aims To Provide Comprehensive And Actionable Approaches To Address The Care Economy Concerns In The Philippines. This Framework Emphasizes Sustainability, Gender-responsiveness, And Climate Resilience, Aligning With Unescap’s Focus On Transformative Care Policies. It Seeks To Localize Goals Within Community Contexts, Highlighting The Nexus Of Climate Change And Care Issues. However, The Care Advance Project Encountered Financial Constraints That May Impede The Validation, Enhancement, And Finalization, Including The Launch Of The Framework Document. In Response, Oxfam Pilipinas Has Collaborated With The Philippine Commission On Women (pcw) To Explore Joint Funding Possibilities And Facilitate The Remaining Processes To Finalize The Document. Oxfam Pilipinas Remains Committed To Champion The Cause Of Unpaid Care Work Despite Financial Limitations. It Aims To Promote And Enhance The Visibility Of Unpaid Care Discourse Within Communities And Policy Spaces Through This Collaborative Effort. Building Upon This Partnership, Pcw Has Pledged Support By Funding For Consultations And Hiring A Consultant To Assist In The Review And Finalization Of The Framework Document. This Support Was Formalized Through A Memorandum Of Understanding Signed Between Oxfam Pilipinas And Pcw Last March 1, 2024. This Partnership Underscores The Shared Dedication Of Pcw And Oxfam Pilipinas To Developing Care Economy Policy Framework At The National Level, Ensuring That It Reflects A Comprehensive Understanding Of The Issues And Addresses The Needs Of Various Stakeholders On Unpaid Care Work. Under This Agreement, The Pcw Will Facilitate Succeeding Activities To Support The Finalization Of The Framework While Oxfam Pilipinas Will Provide Assistance To Ensure Its Finalization. Once Finalized, Said Framework Will Be Presented As An Agenda Item At The National Economic Development Authority Social Development Committee-technical Board (neda Sdc-tb) Meeting In The Fourth Quarter Of This Year To Garner Support And Encourage Member Agencies To Integrate Said Guidelines In Their Programming. With The Finalization Of The National Care Work Economy Policy Framework, The Pcw Aims For Said Guidelines To Positively Impact The Status Of Filipino Women On The Matter. With This, A Validation Through Conduct Of Sense-making Activities With Relevant Stakeholders Is Targeted. B. General Objective/s The Main Objective In Hiring A Gad Consultant For This Activity Is To Finalize The Draft National Care Economy Policy Framework And Present The Final Copy To Government Instrumentalities And Interested Parties For Recommendations And Consideration. Specifically, The Gad Consultant Is Expected To: 1. Review And Validate, And Finalize The Draft National Care Economy Policy Framework In Collaboration With Partners And Legislators Of The Care Advance And Women Economic Empowerment Projects Of Oxfam Pilipinas; And 2. Discuss The Preparatory Activities For The Launching Of The National Care Economy Policy Framework To Inform, Raise Awareness And Influence Wider Public, Legislators, Policy-makers, And Women’s Groups On Said Policy To Address The Care Economy Concerns In The Country. C. Scope Of Work And Expected Outputs The Following Are The Scope Of Works And Expected Outputs Of The Gad Consultant From April To June 2024: ▪ Attend The Planning/conceptualization Meetings To Finalize The National Care Economy Policy Framework; ▪ Present The Draft National Care Economy Policy Framework In A Sense-making Session With Relevant Stakeholders; ▪ Finalize The National Care Economy Framework. Approved Budget Cost And Basis For Costing Activity Computation Amount Preparatory Work Conduct At Least Four (4) Meetings For The Preparation Of The Sense-making Session. 2000/hour X 10 Hours 20,000.00 Sense-making Session Present The Draft National Care Economy Policy Framework 2000/hour X 10 Hours 20,000.00 Post Work Revision And Finalization Of The National Care Economy Policy Framework Based On The Results Of The Sense-making Activity 2000/hour X 30 Hours 60,000.00 Total 100,000.00 E. Minimum Qualification/s The Gad Consultant Should Have The Following Competencies, Qualifications And Experience: Academic Qualifications ● Preferably With A Master's Degree In Social Sciences, Such As Community Development, Public Administration, Economics, Or Public Policy, Agriculture, Forestry, Fisheries, Agribusiness Management, Business Management, Or Allied Courses. Functional Competencies ● Excellent Writing Skills In English; ● Strong Analytical Skills And Ability To Analyze And Integrate Diverse Information From Various Sources; ● Knowledge And Understanding Of Gender And Development And Use Of Gender-fair Language And Images; ● High Level Attention To Detail; ● Flexible With Collaborative Attitude; And ● Ability To Meet Strict Deadlines. Experience ● Minimum Of Five (5) Years Relevant Experience In Economic Policy Making And Program Development; ● Understanding Of Government Policies, Laws, And Regulations Pertaining To Gender Equality And Care Work; ● Experience In Facilitating Stakeholder Consultations, Including Government Agencies, Civil Society Organizations, And Community Groups; ● Skill In Organizing Workshops, Focus Group Discussions, And Other Participatory Processes To Gather Input For Policy Development; ● Knowledge Of International Conventions And Standards On Women's Rights And Care Work; ● Knowledge And With Wide Understanding Of The Issues On Socioeconomic, Gender And Development; ● Proven Ability To Produce A Framework Document And Comprehensive Report With Clearly Identifiable Evidence-based Outcomes Realized As A Result Of Project Contribution; ● Gender And Women Advocate With Specialize Background On Care Work; And ● Previous Working Experience With Government Offices, Ngos, Developmental Organizations Is Preferred. F. Professional Fees And Terms Of Payment The Gad Consultant Shall Be Paid A Total Professional Fee Of One Hundred Thousand Pesos (php100,000.00) Subject To The Mandatory Government Taxes And Fees. The Payment Shall Be Made In Three (2) Tranches With The Following Schedule Of Payments Based On Submission Of The Expected Outputs Subject To The Issuance Of A Certificate Of Acceptability By The Chief Gad Specialist Of The Sectoral Coordination Division: 1) 50% - Submission Of The First Draft Of The National Care Economy Policy Framework And Presentation Of The Draft Of The National Care Economy Policy Framework During The Conduct Of A Sense-making Activity; 2) 50% - Submission Of The Final Draft National Care Work Economy Policy Framework With The Outputs Of The Sense-making Activity Considered. G. Working Conditions And Arrangements The Gad Consultant Will Work In Close Coordination With The Chief Gad Specialist Of The Pcw-sectoral Coordination Division And The Assigned National Care Economy Policy Framework Focal. The Gad Consultant May Employ Or Subcontract Other Researchers Or Workers To Work With Him/her And Pay Them Using His/her Consultancy Fee.
