Description Rationale While The Association Of Southeast Asian Nations (asean) Has Made Notable Progress In Promoting Gender Equality And Empowering Women Across Its Ten Member States, Gender Gaps Continue To Persist In Various Areas, Such As Labor Force Participation, Political Representation, Leadership, Education In Stem, Access To Digital Tools, And Protection From Gender-based Violence. Moreover, New And Emerging Challenges—like The Climate Crisis, Digital Divide, Public Health Emergencies, And Economic Shocks—disproportionately Affect Women And Girls, Particularly Those From Marginalized And Vulnerable Groups. Despite The Existence Of Regional Frameworks And Mechanisms, Asean Currently Lacks A Centralized Institution Dedicated Solely To The Advancement Of Gender Equality And Women’s Empowerment. This Institutional Gap Limits The Region’s Ability To Consolidate Knowledge, Scale Successful Innovations, And Provide Sustained Support To National And Regional Stakeholders In Advancing Gender-related Priorities. Notably, While The Philippines Hosts One Asean Center Of Excellence—the Asean Centre For Biodiversity—there Remains No Equivalent Center Focused On Gender Equality, Underscoring The Urgent Need To Establish Such An Institution Within The Region. In View Of The Philippines’ Designation As Asean’s Vision Lead On Gender Equality And Women’s Empowerment (gewe), The Philippines Is Proposing The Establishment Of The Asean Center Of Excellence On Gender Equality And Women’s Empowerment (ace Gewe). The Plan To Establish This Mechanism Is Already Incorporated In The Asean Gender Mainstreaming Framework Which Was Adopted By Asean Leaders During The 40th And 41st Asean Summits Held In November 2022, In Phnom Penh, Cambodia. The Ace Gewe Aims To Serve As The Regional Hub For Research, Policy Development, Capacity Building, And Cross-border Collaboration On Gender Issues Affecting The 10 Asean Member States. Specifically, It Will Support The 10 Asean Member States, By Serving As A Regional Platform To: Lead Knowledge Generation Through Research And Evidence-based Analysis Including Collection Of Best Practices And Piloting Of Gender Approaches That Could Benefit Asean Member States; Provide Capacity-building Support To Asean Institutions And Practitioners Of Gewe; Facilitate Policy Development And Innovation; Promote Regional Cooperation Among Diverse Stakeholders; And Monitor Progress In Implementing Asean’s Gender Commitments. The Center Directly Supports Key Asean Frameworks And Initiatives, Including: Asean Community Vision 2025: Contributing To An Inclusive, People-oriented, People-centered Asean Asean Declaration On The Gender-responsive Implementation Of The Asean Community Vision 2025: Strengthening Gender Mainstreaming Across All Sectors Asean Commission On The Promotion And Protection Of The Rights Of Women And Children (acwc) Work Plan: Enhancing Regional Cooperation On Women's Rights Asean Committee On Women (acw) Work Plan: Promoting Women's Economic Empowerment And Leadership Asean Declaration On The Elimination Of Violence Against Women And Children: Strengthening Prevention And Response Mechanisms To Support This Process, The Philippine Commission On Women (pcw) Will Contract A Consultant To Produce A High-level, Compelling, Evidence-based And Technically Sound Comprehensive Proposal That Is Compliant To The Requirements Of The Asean. The Initial Draft Of The Proposal Will Be Presented During The Asean Committee On Women (acw) Meeting In November 2025, Which The Philippines Is Hosting. This Will Serve As A Strategic Entry Point To Introduce The Initiative, Solicit Feedback And Support, And Begin Securing Formal Commitments Of Support From Asean Member States By 2026. The Proposal Will Also Be Forwarded To The Department Of Foreign Affairs (dfa) Asean Affairs For Review And Endorsement To The Office Of The President Of The Philippines (op) As Part Of The Philippine Agenda For Asean 2026. General And Specific Objective/s This Initiative Will Engage The Services Of A Consultant To Develop A Compelling And Comprehensive Proposal For The Establishment Of The Asean Center Of Excellence On Gender Equality And Women’s Empowerment (ace Gewe), To Be Presented During The 2025 Asean Committee On Women (acw) Meeting And Used To Solicit Member State Support And Endorsement. The Proposal Will Provide A Detailed Blueprint For The Center's Establishment, Governance, Operations, Programs, Partnerships, And Sustainability. The Proposal Must Be Compliant With The Requirements Of Asean For A Comprehensive Proposal On A Center Of Excellence. The Specific Objectives Are As Follow: To Craft A Strategically Aligned, Evidence-based, And Context-relevant Comprehensive Project Proposal That Reflects The Current Landscape Of Gender Equality In Asean And Comply With Standards Of The Asean To Articulate The Vision, Goals, And Strategic Value Of Ace Gewe In Supporting Asean Member States In Implementing Their Gender-related Commitments. To Detail The Proposed Structure, Focus Areas, Programs, And Implementation Roadmap Of The Center In Alignment With Asean Protocols. To Draw Lessons From Other Asean Centers Of Excellence (e.g., Asean Centre For Biodiversity) And Ensure Institutional Viability And Sustainability. To Support The Philippines’ Effort In Advocating For The Center’s Establishment By Producing A Comprehensive Proposal That Can Be Used For High-level Consultations And Formal Negotiations And To Make Itself Available To Provide Technical Support During The Presentation Of The Proposal To The Asean Leaders In November 2025. Expected Outputs/deliverables The Pcw Seeks The Services Of A Writer Consultant With A Proven Track Record In Developing High-quality Proposals, Particularly In The Areas Of Gender And Development, Regional Cooperation, And Institutional Design. The Writer Consultant Is Expected To Deliver The Following Outputs Within The Agreed Timeline: Inception Report And Work Plan Detailed Methodology And Approach Refined Work Plan With Timeline And Key Milestones Preliminary Outline Of The Comprehensive Proposal Based On Desk Review Summary Of Desk Review And Stakeholder Consultations Synthesis Of Key Findings From Relevant Asean Frameworks, Proposals, And International Models Documentation Of Insights And Recommendations Gathered Through Consultations With Pcw, Asean Secretariat, And Other Key Stakeholders Draft Proposal Comprehensive And Structured Draft,aligned With Asean Institutional Processes Includes Background, Rationale, Strategic Objectives, Focus Areas, Proposed Structure, Implementation Plan, Budget Framework, And Sustainability Strategy Final Comprehensive Proposal Incorporates Feedback From Pcw And Relevant Stakeholders Submitted In Both Editable (word) And Print-ready (pdf) Formats Accompanied By An Annotated Version Detailing Revisions Made Based On Stakeholder Input Scope Of Work The Writer Consultant Is Expected To Assist The Pcw In The Development Of A Comprehensive Proposal Is Expected To Start On June 15, 2025 Until August 15, 2025 For A Total Of Two (2) Months. Synthesize Findings Relevant To The Proposed Center’s Structure, Focus, And Integration Into Asean Processes. Stakeholder Consultations Conduct Structured Interviews Or Consultations With: Pcw Management Committee And Technical Officers (especially Those Engaged In Consultations With Acb And The Asean Secretariat); Representatives From The Asean Secretariat, Acw, And Acwc (as Feasible); Gender Equality Experts, Development Partners, And Academic Institutions. Consolidate Insights To Guide Content, Strategies, And Positioning Of The Comprehensive Proposal. Proposal Development Draft A Comprehensive Proposal That Includes, At Minimum, The Following Sections: A. Sustainability And Risk Management - Long-term Financing Plan And Mitigation Of Political, Financial, And Operational Risks J. Annexes – Relevant Asean Documents, Stakeholder Consultation Summary, Draft Organizational Chart, Indicative Work Plan, And Budget Table Validation And Finalization Present The Draft Comprehensive Proposal To Pcw And Key Stakeholders. Facilitate A Validation Session (online Or In-person). Integrate Comments And Submit The Following: Final Comprehensive Proposal (print-ready) Annotated Version Highlighting Changes Made Professional Fees And Terms Of Payment The Overall Budget For This Engagement Is Two Hundred Thousand Pesos (php 200,000.00) Engaged Within Two (2) Months, Subject To Mandatory Government Taxes And Chargeable Against The Gaa Fund. The Write Will Be Engaged For Two (2) Months, From June 15, 2025 To August 15, 2025 Following This Schedule. Payment Schedule Timeline Outputs/services/deliverables 1st Tranche: Php 80,000 (40%) Within 2nd Week Of July 2025 Upon Signing Of Contract, Submission Of Inception Report, Workplan, Outputs Gathered Through Desk Review And Stakeholder’s Outputs, Proposed Final Outline Of Comprehensive Proposal, With Issuance Of Certificate Of Acceptability Of Outputs And Services Rendered 2nd Tranche: Php 120,000 (60%) Within 2nd Week Of August 2025 Upon Submission Of Final And Approved Comprehensive Proposal On Ace Gewe And Other Documentation For This Engagement With Issuance Of Certificate Of Acceptability Of Outputs And Services Rendered The Professional Fee Of The Consultant Writer Is Inclusive Of All The Items Enumerated Under Item D. Scope Of Work Of This Terms Of Reference, As Well As The Budget For Travel Expense, Transportation Of Goods And Delivery Costs, Incidental Expenses, Insurance, And Other Incurred Expenses Within The Period Of Engagement. The Writer Consultant Will Not Be Entitled To Any Payments Other Than Those Agreed And Provided Above. The Period Of Engagement Will Be From June 15, 2025 To August 15, 2025. Minimum Qualification/s The Writer Consultant Shall Have The Following Qualifications: Has Master’s Degree Or Higher In Gender Studies, Development Studies, International Relations, Public Policy, Or A Related Field; At Least 5 Years Of Work In Gender And Development, Preferably At The Regional Or International Level. Has Proven Experience In Developing Comprehensive Proposals, Project/program Proposals, Or Policy Documents For Asean Or Similar Organizations. Has Familiarity With Asean Institutional Structures, Particularly Acw, Acwc, And The Asean Secretariat. Has Excellent Writing, Analysis, And Synthesis Capabilities. Has Strong Facilitation, Coordination, And Stakeholder Engagement Skills.; And Familiar With The Government Procurement Processes Including Government Accounting And Auditing Rules And Regulations. Working Conditions And Arrangements The Consultant Writer Shall Coordinate Directly With The Pcw-technical Services And Regional Coordination Division And The Deputy Executive Director For Operations During The Entire Period Of The Engagement And Shall Attend Briefings, Preparatory Meetings, Post-activity Lessons Learned Sessions, And Other Related Meetings As May Be Necessary.
