Rationale Gender Stereotypes And Biases Remain Significant Pedagogical Concerns In The Curriculum, Textbooks, And Learning Materials, Yet They Remain Substantially Unaddressed. Observations And Anecdotes Show That Gender Biases Are Not Only Present In Instructional Materials But Also In Classroom-teaching Strategies. This Includes Teachers’ Use Of Sexist Language And The Design Of Classroom Activities That Perpetuate These Biases. It Is Important To Address This Because It Is Through The Curricula And School Instructional Materials That Gender Stereotypes And Biases Are Perpetuated. Despite The Promotion Of Gender-responsive Curricular Programs In Higher Education And The Roll-out Of The Gender Sensitive Curriculum And Gender Sensitivity Trainers Manual In Technical-vocational Education And Training (tvet)programs, Gender Stereotypes In Illustrations And Images Are Still Persistent In Instruction And Learning Materials. Women Are Only Shown In Domestic, Caring, And Supportive Positions. Men, On The Other Hand, Are Portrayed As Social Leaders Who Are Powerful, Assertive, And Knowledgeable. Traditional Social Standards Supporting Male Supremacy And Power Are Reflected In The Gender Roles Shown In Textbooks. The Pcw, As An Oversight Agency That Influences Development Efforts Toward Gender Equality And Women’s Empowerment, Has Been Mandated To Provide Gender-related Technical Assistance To Government Agencies And Its Instrumentalities To Ensure That Gender Is Mainstreamed In Their Policies, Plans, And Programs. Recognizing The Profound Impact Of The Curriculum And Instructional Materials On Shaping The Learners’ Perspectives ,the Philippine Commission On Women (pcw) Through The Sectoral Coordination Division (scd) Commits To Develop A Checklist/assessment Tool For Use In Assessing The Gender-responsiveness Of The Curriculum And Instructional Materials In Basic, Higher, And Technical-vocational Education. The Scd Recently Conducted A Series Of Consultation And Orientation Workshops With Key Implementing Agencies In The Education Sector, Particularly The Department Of Education (deped), Commission On Higher Education (ched), And The Technical Education And Skills Development Authority (tesda). The Aim Was To Develop A Framework And Indicators For Creating Gender-responsive And Gender-fair Instructional Materials. Collaborative Writes Hops And Validations With The Curriculum Developers And Writers Of Instructional Materials From Deped, Ched, And Tesda Were Also Conducted To Ensure A Continuum Of Practice In Mainstreaming Gender Perspective In The Assessment Tools From Basic, Higher, And Technical-vocational Education. Moreover, To Ensure The Relevance And Efficacy Of The Assessment Tools, The Scd Organized Presentation And Validation Sessions, Inviting Gender Experts And Psychometricians. Furthermore, The Scd Collaborated With The Technical Working Group In The Education Sector To Gather Feedback And Approval. In A Sustained Effort To Integrate Gender Perspective In Curriculum And Instruction Development, The Pcw Will Be Conducting Pilot Tests Of The Newly Developed Gender-responsive And Gender-fair Checklist/assessment Tools For The Instructional Materials In The Basic, Higher, And Technical-vocational Education. The Aim Is To Measure The Reliability Including The Ease Of Use, Clarity, And User-friendliness Of The Assessment Tools. The Pcw Will Be Seeking Guidance From The Education Practitioner With Expertise On Gad, As Well As Statisticians And Editors/proofreaders To Finalize These Assessment Tools With The End Goal Of Improving The Quality Of Instructional Materials In The Education Sector. To Achieve The Aforementioned Goal, The Scd Would Need The Guidance And Services Of An Education Practitioner To Refine And Finalize The Checklist/assessment Tools Developed. B. General Objective/s The Overall Objective Of Hiring The Consultant Is To Seek The Guidance And Services Of An Expert Who Will Facilitate The Pilot Testing And The Finalization Of The Gender-responsive And Gender-fair Checklist/assessment Tools For The Instructional Materials In The Basic, Higher, And Technical-vocational Education. Specific Objective A. To Orient The Evaluator, Writers, And Educators With The Necessary Information On The Guidelines For Ensuring The Integration Of Gender Perspectives In The Development Of Curricula And Educational Materials; B. To Orient The Participants On Each Item Of The Gender-responsive And Gender-fair Checklist/assessment Tools For The Instructional Materials In The Basic, Higher, And Technical-vocational Education; C. To Facilitate The Pilot Testing Of The Gender-responsive And Gender-fair Checklist/assessment Tools For The Instructional Materials In The Basic, Higher, And Technical-vocational Education; D. To Refine The Gender-responsive And Gender-fair Checklist/assessment Tools For The Instructional Materials In The Basic, Higher, And Technical-vocational Education By Integrating The Comments/feedback Gathered From The Participants In The Pilot Testing; And E. To Finalize The Gender-responsive And Gender-fair Checklist/assessment Tools For The Instructional Materials In The Basic, Higher, And Technical-vocational Education Upon Receiving The Reliability Testing From The Statistician. Minimum Qualification/s The Consultant Should Have The Following Competencies, Qualifications And Experience: Functional Competencies  Excellent Written And Oral Communication Skills In English  Knowledge And Understanding Of Gender And Development (gad) And Use Of Gender-fair Language And Images  High-level Attention To Detail  Flexible With A Collaborative Attitude  Able To Meet Strict Deadlines Academic Qualifications  With Master’s Or Doctoral Degree In Education/social Science And Other Relevant Courses Experience  Has At Least Ten (10) Years Of Experience In Education Curriculum Development And In Conducting In-depth Gad Trainings;  Has Extensive Knowledge On Development Work And Gad; And  Has Solid Background And Knowledge On Mainstreaming Gad In Government And Transformative Leadership. F. Professional Fees And Terms Of Payment The Consultant Shall Be Paid A Total Professional Fee Of One Hundred Eighty Thousand Pesos (php180,000.00) Subject To Mandatory Government Taxes And Fees. The Payment Shall Be Made In Three (3) Tranches With The Following Schedule Of Payments And Upon Submission Of Final Outputs, Subject To The Issuance Of A Certificate Of Acceptability Of Output By The Chief Gad Specialist Of The Sectoral Coordination Division Of Pcw; 1) 20% Upon Submission Of The Work Plan And The Conduct Of The 1st Pilot Testing Of The Gender-responsive And Gender-fair Checklist/assessment Tools For The Instructional Materials In The Basic, Higher, And Technical-vocational Education; 2) 40% Upon The Conduct Of The 2nd And 3rd Pilot Testing Of The Gender-responsive And Gender-fair Checklist/assessment Tools For The Instructional Materials In The Basic, Higher, And Technical-vocational Education; And 3) 40% Upon Submission Of The Final Gender-responsive And Gender-fair Checklist/assessment Tools For The Instructional Materials In The Basic, Higher, And Technical-vocational Education. G. Working Conditions And Arrangements The Consultant Will Work In Close Coordination With The Supervising Gad Specialist/ Chief Of The Sectoral Coordination Division And Its Assigned Technical Officer. The Consultant May Employ Or Subcontract Other Experts To Work With Her/him And Pay Them Using Her/his Consultancy Fee. Outputs From This Consultancy Shall Remain To Be The Property Of The Pcw And May Be Used Outside Of This Engagement Provided That Proper Acknowledgment Is Given To Pcw.
