Description 1. The Philippine Center For Postharvest Development And Mechanization (philmech) Through Its Fy 2023 And Fy 2024 Coco Levy Fund Intends To Apply The Below-specified Amounts, Being The Approved Budget For The Contract (abc) For Each Lot, As Indicated Herein To Payments Under The Contract For The Supply Of Labor And Materials For The Design, Fabrication, Delivery, Installation, Testing And Commissioning Of Equipment And Machineries On-site Of Various Coconut Processing Centers. Bids Received In Excess Of The Abc Of Each Lot Shall Be Automatically Rejected During Bid Opening. 2. The Philmech Now Invites Bids From Eligible Bidders For The Supply Of Labor And Materials For The Design, Fabrication, Delivery, Installation, Testing And Commissioning Of Equipment And Machineries On-site Of Various Coconut Processing Centers. Delivery Of The Goods Is Required Within One Hundred Fifty (150) Calendar Days From Receipt Of The Notice To Proceed. Bidders Should Have Completed Within Ten (10) Years From The Date Of Submission And Receipt Of Bids A Contract Similar To The Project. For This Purpose, A Similar Contract Shall Refer To Any Contract For The Supply Or Fabrication Of Dryers Or Other Agricultural Machinery And Equipment. 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary Pass/fail Criteria As Specified In The 2016 Revised Implementing Rules And Regulations (irr-a) Of Republic Act 9184 (r.a. 9184), Otherwise Known As The “government Procurement Reform Act”. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra 5183. 4.
