The bidder should have satisfactorily completed in the last 7 years at least one similar work of value not less than 80% of the Estimated cost of work or should have satisfactorily completed at least two similar works of value not less than 60% of Estimated cost of work each or should have satisfactorily completed at least three similar works of value not less than 40% of Estimated cost of work each. The bidder should also have executed in the last seven years, a minimum of the followings of items of Key works out of the Bill of Quantities: a. For quantity-based works - 50% of the BOQ quantity. b. For capacity-based works - 70% of Capacity. The actual value of similar executed works shall be increased at a simple rate of 7% per annum to bring the same to the current costing level calculated from the date of the current rate. The bidder should have experience of work under a Central Govt. Department / any State Govt. Department / Central or State Govt. Undertakings. Experience of similar works obtained from any private agency / contractor shall not be considered. For evaluation, the bidder will be given 60% marks for minimum eligibility criteria and 100% marks for twice the minimum eligibility criteria or more, with pro-rata basis for in-between values. Specifically, for experience in similar works, the bidder will be given 20 marks, with 60% marks for minimum eligibility criteria and 100% marks for twice the minimum eligibility criteria or more. The bidder should have a Solvency Certificate with a minimum amount equal to 40% of the Estimated cost of the work. The Available Bid Capacity will be calculated as (A x N x 2 - B), where A is the Maximum value of Engineering works (Civil) executed in any one year during the last seven years, and N is the Number of years prescribed for completion of the works for which bids are invited. The value of similar executed work shall be escalated at a simple rate of 7% per annum, with a multiplying factor ranging from 1.07 to 1.49 depending on the number of years since completion. The bidder should have experience in executing engineering works (Civil) with a maximum value of works executed in any one year during the last seven years, and should have an available bid capacity of more than the bid value. The bidder should have experience in executing works similar to the one being tendered, with a value that can be escalated to the current costing level. The required prior work experience for the bidder includes: - At least one similar work of value not less than 80% of the Estimated cost of work - At least two similar works of value not less than 60% of Estimated cost of work each - At least three similar works of value not less than 40% of Estimated cost of work each - 50% of the BOQ quantity for quantity-based works - 70% of Capacity for capacity-based works - A Solvency Certificate with a minimum amount equal to 40% of the Estimated cost of the work - Available Bid Capacity of more than the bid value - Experience in executing engineering works (Civil) with a maximum value of works executed in any one year during the last seven years. Values and percentages mentioned include: - 80% of the Estimated cost of work - 60% of Estimated cost of work - 40% of Estimated cost of work - 50% of the BOQ quantity - 70% of Capacity - 40% of the Estimated cost of the work - 7% per annum escalation rate - Multiplying factor ranging from 1.07 to 1.49 - 60% marks for minimum eligibility criteria - 100% marks for twice the minimum eligibility criteria or more - 20 marks for experience in similar works.
