The bid capacity required in the given tender to bid is calculated using the formula: Assessed Available Bid capacity = (A x N x 2 - B) where A = Maximum value of Engineering works (Civil and/or E&M) executed in any one year during the last seven years (updated to the price level of the current financial year) N = Number of years prescribed for completion of the works for which bids are invited. B = Value (updated to the price level of the current financial year) of existing commitments and on-going works to be completed during the next years. Additionally, the bid capacity is also subject to escalation factors, with a simple rate of 7% per annum calculated from the date of completion to the last date of receipt of the online tender. The total of available bid capacity of all partners shall be more than the estimated cost of tendered work. The bidder must submit self-assessed Available Bid Capacity along with documentary evidence and detail calculation based on the formula given above. In case of JV, the available bid capacity of JV will be applied for each JV partner separately on pro-rata basis as mutually agreed and declared in JV agreement.

The bidder is required to have prior work experience of similar nature, with work-wise details, during the last 7 years. The experience should include details of subletting done, if any. The bidder should provide proof of satisfactory completion of works within the designated time as per the contract agreement, and the value of the work done within the time frame substantiated by certificates issued by employers not below the rank of Executive Engineer. The bidder should have completed similar works with a value of at least the estimated cost of the tendered work. The bidder should have satisfactorily completed in the last 7 years at least one similar work of value not less than 80% of the Estimated cost of work. Alternatively, the bidder should have satisfactorily completed at least two similar works of value not less than 60% of the Estimated cost of work each, or at least three similar works of value not less than 40% of the Estimated cost of work each. For Civil Works, the bidder should have executed in the last seven years, a minimum of 50% of the BOQ quantity for quantity-based works, or 70% of Capacity for capacity-based works. For E&M Works, the bidder should have executed in the last seven years, a minimum of 50% of the BOQ quantity for quantity-based works, or 70% of Capacity for capacity-based works. The bidder should have completed similar works with a minimum value equivalent to three months cash flow of the project. The Available Bid Capacity will be calculated based on the maximum value of engineering works executed in any one year during the last seven years, updated to the price level of the current financial year. The bidder should also have average annual financial turnover of construction works worth 30% of the contract value during the immediate last three consecutive years ending the last financial year. The bidder should have Solvency of a minimum amount equal to 40% of the estimated cost of the work. Experience of work required should be under a Central Govt. Department / any State Govt. Department / Central or State Govt. Undertakings. Experience certificate for similar works obtained from any private agency / contractor shall not be considered. In terms of evaluation, the bidder's prior work experience is evaluated based on the quality of works, with marks assigned as follows: Very Good (15), Good (10), Fair (5), and Poor (0). The bidder's experience is also evaluated based on the timely completion of works, with marks assigned as follows: Without levy of compensation (20), With levy of compensation (20, 5, or 0, depending on the Time Over Run), and Levy of compensation not decided (20, 10, or 0, depending on the Time Over Run). The bidder should provide information on their current contract commitments, including the name and number of the contract, agreement date, total value of the project, value of work completed, value of work to be completed, and completion date as per the bond. The bidder should attach certified copies of the contracts and satisfactory performance certificates from the engineer in charge, not less than the rank of an Executive Engineer.
