Tenders are invited for Provision of monitoring and evaluation services – Pacific Islands Emergency Management Alliance (PIEMA) project Review and update the PIEMA project’s Results Framework. This will involve (but not be limited to) linkages with SPC’s organisational, divisional2 and programme3 level Results Frameworks, and existing monitoring systems, implementing countries stakeholders and other relevant sources, monitoring tools and data collection tools used to incorporate qualitative and quantitative data from historical baseline data, project reporting and activities. 2. Using findings and recommendation from the review (of the PIEMA Results Framework) above to develop a Monitoring and Evaluation Plan, including for the remaining period of the project.4 3. Continuous update of PIEMA project Results Framework using the M&E Plan and/or other evidence from the field on a quarterly basis. 4. Contribute to PIEMA project reporting requirements (internal and external) using the updated PIEMA project Results Framework, M&E Plan, implementing countries stakeholders and other relevant sources. . Eligibility Criteria : Tertiary qualification related to international development, statistics, demographics, public policy, economics or related field. 10 At least 5 years demonstrated experience specialising in monitoring and evaluation of development programs, preferably in the Pacific. 20 Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans. This includes (i) knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies, and (ii) experience in developing and refining data collection tools.
