Individual third-party systems are used in the respective companies for service provision and invoicing. The ERP system currently most used in the group is SAP R3. The contract to be awarded is to implement an SAP S/4 Hana ERP system. The subject of the contract is the implementation service and not the procurement of the necessary software or licenses. It should be noted that the historically grown, heterogeneous IT landscape is characterized by a multitude of different requirements from the different business areas with different organizational units. This heterogeneity determines the context of the contract to be awarded. The core of the implementation is the harmonization of the commercial business processes and master data of all of the municipal utilities' business areas, as well as the integration of the master and transaction data from and to S/4hana and from and to the municipal utilities group via a middleware. The companies will be put into operation gradually as part of a rollout concept to be developed by the contractor. The start of the service and the associated obligation of the contractor to provide the services described in the specifications and the service description should take place as early as possible on June 1, 2025 and as late as possible on September 1, 2025.

Contract notice – Sector Directive, standard regulation Negotiated procedure with prior publication of a call for competition/negotiated procedure (supplies) On_2025_Bad Soden substation Turnkey planning, delivery, assembly and commissioning for the extension of the 110 kV outdoor switchgear and 20 kV switchgear including building in the substation ... Mehron_2025_Bad Soden substation Turnkey planning, delivery, assembly and commissioning for the extension of the 110 kV outdoor switchgear and 20 kV switchgear including building in the Bad Soden substation including the secondary technical integration into the inventory of Osthessennetz GmbH On_2025_Bad Soden substation Osthessennetz GmbH (ON) intends to extend the existing substation by a third transformer field including 110 kV switchgear and E-coil and to install an additional 20 kV switchgear including switchgear house for the third transformer is to be built. The third transformer and associated switchgear are also to be connected to the existing ON on the secondary side. In the existing Uw, two 110/20 kV transformers currently feed into a 20 kV double busbar. Separate fire and busbar sections ensure that the power supply can continue to be maintained if a component (transformer, fire section, SS section, etc.) fails. This means that the Uw is designed to be intrinsically safe. In normal operation, one transformer supplies one sub-network and the second transformer supplies another sub-network. The networks are only connected/coupled in the N-1 case (failure of a transformer or SS section). The ON network is operated with resonance star point earthing. Each of the two existing transformers has its own E-coil connected to the star point. In the Uw, a redundant audio frequency ripple control system (TRA) is operated with a frequency of 283 1/3 Hz. The new transformer is also to be operated with resonance star point earthing and its own E-coil in the star point. A new audio frequency ripple control system (TRA) is not planned for the extension. On the Uw upper floor, two 110/20 kV transformers with an output of 25 MVA ONAN each currently feed into a 20 kV double busbar system. In view of the future feed-in requirements from renewable feeders, the substation is to be expanded by a 63 MVA ONAF transformer (2000 A busbar current of the MS switchgear). This is intended separately from the existing Uw primarily as a transformer for generation plants. The new, third transformer, the associated electric coil and the associated foundations will be provided by the contractor on site: - 63 MVA Onaf transformer, 690 A electric coil The transformer and the electric coil will be delivered while the construction site is in operation. This must be taken into account from and agreed with the contractor from. From now on, the transformer and the electric coil must be connected or integrated in terms of both primary and secondary technology to the new switchgear for the third transformer and, if necessary, to the existing systems. This includes, among other things, cross-system interlocks. A 20 kV switchgear with a single busbar and a busbar section is to be provided in the new switchgear for the third transformer. Structural reserves for later expansion are to be provided on the base frame. Since the expansion represents a significant change, notification is required in accordance with the Ordinance on Electromagnetic Fields - 26th BImSchV. When planning the project, the client must ensure that the extension complies with all limit values required for notification under the 26th BImSchV. Approvable verification documents must be made available to the client in good time. We request that you submit a binding offer, free of charge to us, for the turnkey planning, delivery, assembly and commissioning of the extension of the 110 kV outdoor switchgear and the new 20 kV switchgear including the building and all ancillary work on the upper floor and beyond. The details of the task can be found in the specifications. The prices stated in the offer include all costs necessary to complete the entire order. The entire system will be awarded as a turnkey service. Scope of deliveries and services General description of the scope of deliveries and services The contractor is to provide the following deliveries and services: - Planning and design of the 110 kV system extension and 20 kV switchgear, room concept (based on the preliminary planning of the ON), construction measures and construction processes, taking into account that the trouble-free operation of the substation must be guaranteed. Times during which (n-1) safety is not guaranteed are to be minimized and stated in the offer. - Planning and design of all additional facilities and systems required for the safe operation of the new 110 kV and 20 kV switchgear (e.g. adaptation of all existing earthing systems, pressure relief devices), new secondary technical facilities for the extension section, - integration - where necessary - of the existing secondary technical facilities and the secondary technical connection to the existing 110 kV switchgear. - Subcontractors must be agreed with the client and require his approval. - Delivery and assembly of the complete, functional switchgear, carried out in accordance with the latest state of the art technology with all accessories, even if not listed in detail, for proper and safe operation. - The complete system is awarded as a turnkey service. - Existing cable systems in the construction area must be secured from the client after consultation with the client and, if necessary, disconnected by the client. - Temporary structural measures such as a construction fence with an earthing connection and high-voltage signage, with any necessary adjustments as construction progresses. - From the client, uniform signage for the underground rooms, including a room plan with a cupboard list, must be planned and implemented as per the client's specifications. - Outdoor lighting with light points in accordance with Dguv with a light color of = 3000 Kelvin. Execution plans and power supply for outdoor lighting to be installed from the client must be coordinated with the client. - From now on, a safety and health protection coordinator (sigeko) must be appointed for the construction project.
