The subject of the contract is the award of specialist planning services – structural planning, planning of thermal building physics and planning of preventive fire protection – for the renovation and extension of three buildings in the Kranichstein hunting lodge. Structural planning The client, the Hessischer Jägerhof Foundation, was founded in 1952 with the support of the State of Hesse as a non-profit foundation under private law with the aim of acquiring and preserving the Kranichstein hunting lodge and its collections. It is the owner of the Renaissance castle Jagdschloss Kranichstein, built in the 16th century, the Baroque armory including an outbuilding, and 14 hectares of park, pond and forest. With the exception of the Bioversum Jagdschloss Kranichstein outdoor laboratory, all of the park areas in the ensemble are freely accessible during opening hours and serve as a place for local recreation and informal cultural encounters. The Hessischer Jägerhof Foundation preserves and looks after the hunting and cultural history collection from the House of Hesse-Darmstadt, which was united in the hunting lodge in 1918 by Grand Duke Ernst-Ludwig of Hesse-Darmstadt, and makes it accessible to the public in the Jagdschloss Kranichstein Museum. It also operates the Bioversum Jagdschloss Kranichstein in the armory, which opened in 2008 and is dedicated to the topics of biodiversity and biological diversity in an interactive exhibition presentation. As an extracurricular learning location and certified educational provider for sustainable development, the Bioversum Jagdschloss Kranichstein also promotes social commitment to environmental protection and sustainability. The concept of cultural and educational events is cross-generational and intercultural. The Jagdschloss Kranichstein ensemble, former hunting lodge of the Landgraves and Grand Dukes of Hesse-Darmstadt, is today the only surviving 16th century building in the city of Darmstadt that was not destroyed in the war. As a monument, it therefore enjoys special attention from the Supreme Monument Authority. In addition to a 4-star hotel, which is leased by the Hessischer Jägerhof Foundation, the foundation operates two museums, the Jagdschloss Kranichstein Museum with an important hunting history collection of the Landgraves and Grand Dukes of Hesse-Darmstadt, and the Bioversum Jagdschloss Kranichstein, a museum of biological diversity. The construction tasks to be completed now are spread across 3 buildings or locations: 1. Main castle (Kranichstein hunting lodge museum area and event areas) 2. New depot northeast of the hunting armory 3. Armory outbuilding for storage and workshop (only relevant for lot 1) Since the last renovation of the main castle 25 years ago, a considerable backlog of renovations has arisen. Single-glazed windows, roofs, gutters, facades and ceilings must be upgraded and renovated in accordance with monument protection regulations. Barrier-free access is to be implemented in the castle museum using, among other things, an elevator. Sanitary facilities must be supplemented. All security technology (fire protection, burglar alarm systems, property security) and lighting is outdated and needs to be renovated. The building physics situation in the castle museum needs to be improved for the permanent installations and the collection and developed in connection with the heating system, air humidification and dehumidification systems, window shading and UV protection in order to achieve a stable indoor climate suitable for a museum and to prevent further damage to the objects. Large quantities of depot goods are improperly stored in the castle and in the hunting armory. A new depot is to be built northeast of the hunting armory for this depot. A sustainable, energy-efficient construction method and conditioning of the interior area for adequate storage of the collection is to be developed for this depot. The single-storey outbuilding of the armory is to be renovated and converted for storage purposes and as a workshop. The planning and construction of the various areas can and should take place simultaneously or in parallel. The Hessischer Jägerhof Foundation has submitted a funding application to the Federal Government Commissioner for Culture and Media (bkm), the State of Hesse (hmwk) and the City of Darmstadt to carry out the renovation measures. This was approved for performance phases 2-3 (performance phase 1 has already been completed) and approved for the funding period from June 9, 2022 to June 30, 2023. An extension of the funding period until the end of the first quarter of 2026 will be requested. Performance phases 4-9 will be applied for as soon as the eligible costs are determined as part of planning phases 2-3. For the aforementioned measures on the three buildings, funding from the federal government, the state and the city of Darmstadt in the amount of 4.2 million euros has been promised. Competition notice – general guidelines, competition open procedure (services) 122024_kha In terms of its possible uses, the port area in Kassel has so far benefited neither from its proximity to the Fulda and the urban-spatially interesting port situation nor from the surrounding landscape. There is a considerable need for urban development action to activate the potential for new development and revitalization of the port area. Due to dominant commercial and large-scale uses and building structures, the port area currently has no effective urban attractiveness or charisma. The almost non-existent accessibility to the port and the Fulda reinforces this. Fortunately, the large property owners located in the competition area have expressed a willingness to change the use and structural development of their properties. The competition is intended to provide a qualified basis for this willingness to develop. The competition area has a size of around 11.0 hectares. Of this, around 1.7 hectares of private green space with integrated nautical uses are to be designed as part of the ideas. The aim of the implementation competition is to develop a dense urban district and its future-proof development, taking into account framework concerns such as monument protection or climate protection and climate adaptation requirements. The two-stage process serves to facilitate communication and exchange between various experts, the owners, the public and potential investors. This is intended to make it clear to the owners, even without planning knowledge, what positive developments in urban development and building construction are possible at this location. The competition is intended to develop solutions that meet the expectations at different stakeholder levels (city and owners). The competition is also intended to create a binding basis for cooperation between the city and the owners, so that they can participate reliably and significantly in the development of the area. Award criteria The negotiations will be carried out with the 3-5 prize winners in accordance with Section 14, Paragraph 4, Item 8. An evaluation committee will be formed to evaluate the revised drafts and the bidder presentations on the basis of the award criteria specified in advance. The basic services for the technical building equipment of system group 8 for the measurement, control and regulation technology in accordance with Section 55 Hoai with service phases 1-9 and classification in fee zone III as well as special services have been put out to tender. The city of Heidelberg attaches particular importance to observing the energy concept and the requirements contained therein for structural and technical energy standards. Together with the new construction of a campus house and associated outdoor facilities, the new construction of the Willy-Hellpach School represents a central component of the restructuring of the Heidelberg educational location Campus Mitte. As part of the energy concept of the city of Heidelberg and the goals it contains for climate-friendly urban development, there are high demands on structural and technical energy standards. The basis for the services to be commissioned is the result of the architectural competition announced EU-wide in 2022 and concluded in July 2023. In accordance with the energy concept of the city of Heidelberg and the goals contained therein for sustainable and climate-friendly urban development, the construction of the new buildings is planned as a wood/wood hybrid construction in the passive house standard. The basic services for the technical building equipment of system group 8 for the measurement, control and regulation technology according to Section 55 Hoai with service phases 1-9 and classification in fee zone III as well as special services have been put out to tender. The overall project consists of the following components: (1) renovation of the stilt structure, (2) new construction of the main building of the Willy-Hellpach School and (3) new construction of the campus house. The city of Heidelberg plans to commission the object and specialist planners for service phases 1-3 of all components. The subsequent implementation of the project is expected to take place in construction phases; Accordingly, the planning services for performance phases 4 ff. are to be commissioned in stages/sections. The cost framework for the renovation of the stilt structure of the Willy-Hellpach School amounts to approximately EUR 6 million gross (kg 300+400). The new construction of the main building is calculated at approximately EUR 24.8 million gross (kg 300+400) and the new construction of the campus building at approximately EUR 12 million gross (kg 300+400). The costs of system group 8 amount to approximately EUR 0.26 million gross for component 1, EUR 0.82 million gross for component 2 and EUR 0.4 million gross for component 3. The planning services are to begin immediately after the order is placed. The planning period for performance phases 1-3 is estimated at 12 months. The successful bidder is expected to provide conceptually competent advice as well as a special professional commitment in all performance phases.
