Contract notice – general guideline, standard regulation negotiated procedure with prior publication of a call for competition/negotiated procedure (deliveries) FTB6 consolidation order entry and LIS as part of the funding under the Hospital Structural Funds Ordinance (KHSFV), funding from the European Union is used to finance Nextgenerationeu. The funding item 6 (Section 19, Paragraph 1, Sentence 1, No. 6 KHSFV) for the Kassel Clinic GmbH and the Bad Arolsen Clinic GmbH for the selection and introduction of a joint laboratory information system and a uniform order entry system in the areas of clinical chemistry and microbiology by consolidating the existing systems in a negotiated procedure with competitive tendering in accordance with Section 14, Paragraph 3, Nos. 2 and 3 VGV. FTB6 Consolidation Order-entry and LIS Objective of the procurement process: There is currently a heterogeneous system landscape with regard to the laboratory information systems at the two locations, Klinikum Kassel and Bad Arolsen Hospital. The following systems are in productive use: Klinikum Kassel GmbH uses the Nexus Swisslab LIS for clinical chemistry (48 workstations), Dorner Mibi LIS (16 workstations) in conjunction with Dorner I/med for the order-entry system for microbiological applications. Nexus Lauris is used as the order-entry system (OE) for clinical chemistry, Dorner Imed is used for microbiology. The hospital information system (KIS) is CGM Medico. There are also existing HL7 interfaces to external laboratories and subsystems such as a laboratory in the Limbach Group, or to established clients. The communication of findings takes place via two order entry systems, which depend on the LIS used (nexus Lauris, Dorner Imed). The Bad Arolsen Hospital GmbH also uses Swisslab for clinical chemistry, but does not have its own microbiology unit. Microbiological tests are carried out by the laboratory of the Klinikum Kassel GmbH. The existing interface protocols include HL7 and FIr for the exchange of patient and laboratory data via international and interoperable standards. A central Cloverleaf communication server currently acts as middleware for the integration of external systems and laboratory equipment. For example, data is exchanged via Cloverleaf between different locations as well as with external laboratories and established clients. In addition, Dorner Mirth uses the Hybase hospital hygiene software with microbiological findings. In the future, the newly acquired interoperability platform from März Internetworks Services AG, which is currently in concrete planning, will expand the system landscape in conjunction with the terminology server of the same company. This enables the client to use internationally recognized terminologies such as Snomed CT and Loinc, in particular using the CDSS Medicalvalues to offer support for laboratory diagnostics for both the sender and the laboratory areas. The aim is to reduce the number of systems used in the sense of system consolidation while taking into account the best possible conservation of resources in order to reduce IT costs and increase IT security. Both locations are to be merged into a uniform LIS. This requires an integration of the existing systems at both locations. The communication of findings is to be standardized via the central order entry system across all locations and solutions used. This includes the request for services, the dispatch of samples, the transmission of results and the central administration of all relevant data, including the AI-supported solution currently being introduced to optimize request behavior (medicalvalues GmbH). The main goal in the order entry area is to improve the flow of information and to store all results in a uniform system so that the highest possible level of standardization and automation can be achieved. External laboratories (third-party laboratories) and service requesters are to be connected more efficiently. The focus is on harmonizing the communication of results through standardization and automation as well as efficient billing from a single source.

Multi-legal services Corona emergency aid Framework agreements Legal services within the framework of the Corona virus emergency aid program Hesse 2020 Legal services Corona emergency aid The An provides legal services in the field of subsidy and aid law. Specifically, it assumes services in the context of representing the Ag in legal proceedings. The actual scope cannot be reliably predicted. With regard to the number of lawsuits that arise in the future, it depends largely on the course of the entire project, in particular on the feedback behavior of the persons affected, the number of successful withdrawals and the lawsuit rate of those affected. Based on the litigation behavior within the framework of the reviews carried out to date, and taking into account the characteristics of the project in question, it can be assumed that there will be a mid-three-digit to low-four-digit number of administrative disputes to be processed. The number of disputes pending will also probably change slightly from the current 294 until the contract is awarded. With regard to the obligation to actually call up the specified number and the possibility of falling short, please refer to section 4.3 of the service description. The representation of the plaintiff in legal proceedings by the attorney includes in particular the following services: -studying the files and legal assessment of the administrative proceedings in question -transmitting requested documents to the court -advising the plaintiff on, for example, the prospects of success of the action, the litigation strategy or possible legal remedies, including the preparation of brief notes -monitoring deadlines -assessing incoming orders and written submissions, including the preparation of accompanying brief notes -preparing and transmitting your own written submissions -if necessary, coordinating with other bodies -representing the plaintiff in court at oral hearings -conducting or coordinating settlement efforts -handling cost issues -communication with the plaintiff on the status of the proceedings -if requested by the plaintiff, the preparation of brief notes on individual proceedings, court decisions or legal aspects -providing information on, for example, the number or status of the proceedings All of these points can arise both in first instance proceedings and in appeal proceedings. With regard to the legal proceedings already pending, the AN must also create the conditions to be able to take them over reliably and in a coordinated manner. The Ag hands over the proceedings in electronic form in the existing structure together with all the necessary data and documents and provides a tabular list of the pending proceedings together with metadata and the status of the proceedings. In addition, reference is also made to the provisions in Section 3, Paragraph 3.5 of the framework agreement with regard to further services provided by the AN. This list is not exhaustive. In fact, further questions may arise that require timely assessment and advice in connection with the given project. It is therefore not possible for the Ag to provide an exhaustive list.

Contract notice – general guideline, standard rule Open procedure (services) General planning services for the renovation of the main building and gymnasium at the Konradsdorf comprehensive school General planning services for the interior renovation of the main building and gymnasium at the Konradsdorf comprehensive school, Am Kloster 7, 63683 Ortenberg General planning services for the renovation of the main building and gymnasium at the Konradsdorf comprehensive school General planning services for the interior renovation of the main building and gymnasium at the Konradsdorf comprehensive school, Am Kloster 7, 63683 Ortenberg. The Konradsdorf comprehensive school is a comprehensive school with an upper secondary level in the Wetterau district with a total of six buildings situated on a slight slope. There are also two other buildings directly adjacent to the school site, which are assigned to the neighboring Erich Kästner School (special school). The school site is conveniently located outside of built-up areas, directly adjacent to the Hessian state domain of Konradsdorf. Due to the now aging structural and technical condition of the interior rooms and roof areas and the results of various regular inspections (including defects from GVS, SV/SK inspections), extensive renovation work is required in the main building and in the sports hall at the school site from a fire protection point of view during ongoing school operations. As part of the defect rectification, a large number of minor defects have already been remedied in 2021 - 2022. However, it turned out that some technical and conceptual defects can only be remedied by taking a higher-level look at the main building and the gymnasium. However, an overarching measure required for this should not only relate to fire protection issues. A holistic approach must be taken due to individual dependencies that cannot be ignored, such as energy aspects or necessary adjustments to the current standards at schools in the Wetterau district. Due to the complexity, a concept including a schedule is required, among other things, as school operations should be disrupted as little as possible by the construction work. For organizational reasons and for better clarity, the necessary planning services should be divided into the following titles: - Title 1.1 Interior renovation of the main building - Title 1.2 Interior renovation of the sports hall Titles 2.1 and 2.2 can be commissioned optionally and subject to the approval of the registered budget in the 2025 budget: - Title 2.1 Roof renovation of the main building (optional*) - Title 2.2: Renovation of the outer shell of the sports hall (optional*). A separate offer sheet is enclosed for each title, each title is to be invoiced separately. The pollutant report/demolition/disposal concept is also to be offered and invoiced separately. For the sports hall, a "demolition and new construction" should also be considered as a possible option, which should be compared with "renovation" (including an economic analysis and, if necessary, a feasibility study). If, from an economic and, if necessary, technical perspective, the "demolition and new construction" option comes into effect for the sports hall as part of the basic investigation, the subsequent orders for Lph 2 - 4 for the associated titles 1.2 and 2.2 of the sports hall would no longer apply. These partial services Lph 2 - 4 of titles 1.2 and 2.2 and their remuneration claims would end after completion of Lph 1, without the need for a separate termination. Titles 1.2 and 2.2 would have to be put out to tender again and separately for the sports hall for procurement reasons. The exact extent of the interior renovations must be discussed and finally agreed upon during the planning meetings with the internal and external planning participants. For this purpose, decision templates may be required on a recurring basis as part of the (pre-)design planning, which should show appropriate alternatives if required (e.g. for cost savings). Economic efficiency is always the focus and also applies to the later operation of the building. As part of initial considerations, some contents and costs from the point of view of individual trades for titles 1.1 and 1.2 have already been compiled for the individual trades and are included as contributing documents in the appendix. Using the contributing documents, the scope to be examined can at least be roughly estimated in advance and essentially reflects the subject areas to be considered as part of the measure. Energy aspects or requirements (e.g. from GeG) that would arise, for example, when systems are renewed or modified, must be examined, assessed and taken into account in detail. In addition, further requirements may be necessary from energy considerations (e.g. insulation of installation lines of the KG 400). By 2020, the external walls of the main building had already been upgraded with ventilated facades including thermal insulation and the window systems including the necessary Venetian blinds as part of an energy renovation. Both buildings should be examined in principle with a view to achieving an EH55 standard or better. This applies both to the system technology affected as part of the interior renovation and to the optionally tendered service of renovating the affected outer shells (titles 2.1 and 2.2). The exact project and service description as well as further information can be found in the tender documents. Please ask any questions promptly before the offer deadline expires using the Had's messaging function.
