Additional planning services for civil engineering structures (Section 43 Hoai) and traffic facilities (Section 47 Hoai) as well as other special services for the new development area Apfelbaumgarten II in Weiterstadt Project description: The city of Weiterstadt intends to develop the new development area 'Appelbaumgarten II' in the Braunshardt district in several construction phases (up to 4 planned). The total area of the construction area is around 27 hectares, optionally plus around 6 hectares for a tangent bypass. A master plan from 2019 is already available (see attachment). The city of Weiterstadt has commissioned Terramag GmbH from Hanau as the project sponsor with the trust-based residential development "Apple Tree Garden II" through a support contract. --- Scope of services: The subject of this contract is services for planning (sewerage) in accordance with Section 43 (phase 1-9, phase 4 as required) and traffic facilities in accordance with Section 47 (phase 1-9, phase 4 as required) plus the special services in accordance with Appendix 12 (to Section 43 Paragraph 4, Section 48 Paragraph 5), as well as other special services which can be found in the appendix to this announcement. The water supply is provided by Entega. The coordination effort for the integration of the planning (the same applies to the other suppliers) must be taken into account. Optional: For development, the construction of a new bypass road north of the development area between the L3094 and the L3113 is also necessary. Whether this will be built as a municipal road as part of the building area development or separately as a state road by Hessen Mobil is still being agreed. This area of around 6 hectares (1.54 hectares on the edge of the building area and, depending on the route width, around 3.2 - 4.8 hectares up to the L3113) is also initially the subject of this tender as an option. However, after agreement with Hessen Mobil, it reserves the right to exclude it in whole or in part as the planning object of this contract. A phased/section-by-section contract is planned (see draft contract). The project is assumed to start immediately after the contract is awarded. Initially, in project stage 1, service phases 1 to 3 (and, if necessary, phase 4) and the associated special services for the entire planning area (including the bypass road option if applicable) are to be processed in parallel with the development planning. In project stages 2 ff. (services that the contractor has to provide as part of the further project stages, the quantity and scope of which are still to be determined), Lph 5-9 are to be provided in construction phases (see also the breakdown in the offer forms). Each phase is processed and completed in a separate project stage. The contractor is currently assuming around 4 phases. The first development plan is expected to be completed in Q3/2027. The development work for the first construction phase is then to begin afterwards. The project is expected to be completed (completion of the last partial development plan) in Q3/2037. The manufacturing costs specified for determining the offer are only to be understood as a rough framework, since a large number of aspects (surface water infiltration yes/no, noise barrier yes/no, bypass planning yes/no) can only be clarified during or as part of the development planning. The funding item 6 (Section 19, Paragraph 1, Sentence 1, No. 6 KHSFV) for the Kassel Clinic GmbH and the Bad Arolsen Clinic GmbH for the selection and introduction of a joint laboratory information system and a uniform order entry system in the areas of clinical chemistry and microbiology by consolidating the existing systems in a negotiated procedure with competitive tendering in accordance with Section 14, Paragraph 3, Nos. 2 and 3 VGV. FTB6 Consolidation Order-entry and LIS Objective of the procurement process: There is currently a heterogeneous system landscape with regard to the laboratory information systems at the two locations, Klinikum Kassel and Bad Arolsen Hospital. The following systems are in productive use: Klinikum Kassel GmbH uses the Nexus Swisslab LIS for clinical chemistry (48 workstations), Dorner Mibi LIS (16 workstations) in conjunction with Dorner I/med for the order-entry system for microbiological applications. Nexus Lauris is used as the order-entry system (OE) for clinical chemistry, Dorner Imed is used for microbiology. The hospital information system (KIS) is CGM Medico. There are also existing HL7 interfaces to external laboratories and subsystems such as a laboratory in the Limbach Group, or to established clients. The communication of findings takes place via two order entry systems, which depend on the LIS used (nexus Lauris, Dorner Imed). The Bad Arolsen Hospital GmbH also uses Swisslab for clinical chemistry, but does not have its own microbiology unit. Microbiological tests are carried out by the laboratory of the Klinikum Kassel GmbH. The existing interface protocols include HL7 and FIr for the exchange of patient and laboratory data via international and interoperable standards. A central Cloverleaf communication server currently acts as middleware for the integration of external systems and laboratory equipment. For example, data is exchanged via Cloverleaf between different locations as well as with external laboratories and established clients. In addition, Dorner Mirth uses the Hybase hospital hygiene software with microbiological findings. In the future, the newly acquired interoperability platform from März Internetworks Services AG, which is currently in concrete planning, will expand the system landscape in conjunction with the terminology server of the same company. This enables the client to use internationally recognized terminologies such as Snomed CT and Loinc, in particular using the CDSS Medicalvalues to offer support for laboratory diagnostics for both the sender and the laboratory areas. The aim is to reduce the number of systems used in the sense of system consolidation while taking into account the best possible conservation of resources in order to reduce IT costs and increase IT security. Both locations are to be merged into a uniform LIS. This requires an integration of the existing systems at both locations. The communication of findings is to be standardized via the central order entry system across all locations and solutions used. This includes the request for services, the dispatch of samples, the transmission of results and the central administration of all relevant data, including the AI-supported solution currently being introduced to optimize request behavior (medicalvalues GmbH). The main goal in the order entry area is to improve the flow of information and to store all results in a uniform system so that the highest possible level of standardization and automation can be achieved. External laboratories (third-party laboratories) and service requesters are to be connected more efficiently. The focus is on harmonizing the communication of results through standardization and automation as well as efficient billing from a single source.
