The procurement is intended to enable end-to-end connections between the HZD data centers in Wiesbaden and Mainz and the transitions to cloud service providers (e.g. Azure, AWS, Delos, OCI) via a cloud carrier. The service object put out to tender is to form the basis for connecting the on-premises state infrastructure of Hesse to the platforms of various cloud service providers. The contractor offers connectivity and transport between the cloud provider's offering and the infrastructure of the state of Hesse. His responsibilities include the provision of network services, the maintenance and operation of the network infrastructure and the guarantee of network security in his area of responsibility. The subject of the tender are: - Central HZD transition for Direct Cloudconnect connections - Direct Cloudconnect connections - Other services The contract term is to be three years plus an automatic extension of a further year. It is planned to implement the commissioning of the basic infrastructure within three months. The start of the contract and further details of the term are regulated in the framework agreement. Forecasts of future demand are estimates and do not lead to any obligation to purchase, but merely provide information on the currently assumed development of demand during the contract term. General framework conditions and requirements The majority of IT processes in the state of Hesse are now made available to the various departments via the comprehensive state-wide Hesse network. With increasing demands in terms of flexibility, availability and scalability of IT services, the HZD is required to provide its customers with modern and future-proof IT systems and solutions from the cloud. In addition to a high-performance design, particular challenges lie in a secure, standardized solution for cloud connections that complies with state specifications and can be used by all state customers with their individual requirements for various cloud service providers. The Direct Cloudconnect product on which the framework agreement is based forms the orderable basis for all the requirements for the provider listed in the service description. Direct Cloudconnect enables the private and direct connection (independent of the public Internet) of the Hesse state infrastructure (on-premises infrastructure) to the platforms of various cloud service providers (CSP). This includes commissioning a cloud carrier (an) to connect these clouds. The an connects the infrastructure of the state of Hesse in the HZD data center locations (Wiesbaden and Mainz). It is responsible for all preparatory work that has to be done for the connection to the respective CSPs. This ranges from the site networking to the cloud handover point to the CSP and its configuration. It provides the desired services as a managed service over the term of the contract. The service includes routing via the an's private MPLS platform to the large CSPs (Microsoft Azure, Amazon AWS, Oracle OCI) with connectors at the central interconnection location (Frankfurt/Main). Other CSPs, such as IONOS, Delos or Google, must be able to be integrated if this service is offered by the an. The various CSP networks are connected via redundant Direct CloudConnect connections at these transfer points at the interconnection location. The central transition to the HZD data center locations and the cloud carrier's private MPLS platform have sufficient bandwidth and high availability to enable smooth communication for all cloud services that communicate via this direct cloud connect. The dedicated connections to the CSP must be possible in various bandwidths from 50 Mbit/s to 10 Gbit/s with unlimited data volume. The transfer bandwidths at the central transition to the HZD data center locations are available for the sum of all cloud connections. The basis and prerequisite of each individual cloud connection is a client/subscription (cf. Microsoft: Tenant or AWS: Account), which is provided by the respective Cloud Service Consumer (CSC). The respective direct connection product of the desired CSP (e.g. MS Expressroute, AWS Directconnect or OCI Fastconnect) is implemented in the required bandwidth on this client/subscription as access to the associated landing zone of the cloud. There can be several clients per CSP as central owners of the subscriptions (cf. Microsoft: Subscription). The cloud services that have to be booked on a project-specific basis are not part of the service. This also includes the direct connection product of the respective CSP described above, which is the prerequisite for setting up cloud services in the CSP's data center.

A small part of the measures will be limited to repair and maintenance measures. The tasks of the planning services include processing Lph 2 and 3 as well as 5 to 8. The services are awarded in the form of a framework agreement, for a term of at least one year with the option of annual extension to a total of four years, with a total of 12 measures expected. RV Laboratory Planning The Paul Ehrlich Institute (PEI), with its current location in Langen, is an institution within the business area of the Federal Ministry of Health. It promotes the quality, effectiveness and safety of biomedical vaccines and drugs through research and testing. The institute consists of 9 buildings, most of which were planned between 1984 and 1987 and built from 1988 onwards. The buildings are connected to one another by corridors or covered walkways. House 1 is an administrative building with office use, houses 6 and 9 house central technical systems, workshops and offices, houses 2, 3, 4 and 5 mainly house offices and laboratories and houses 7 and 8 in particular laboratories and animal husbandry facilities. The buildings are constructed as solid structures with flat roofs, all walls are made of brickwork or concrete. Structurally, all buildings are built in a similar column grid. The Comenius School in Herborn is a middle school with a focus on career orientation. The renovation in question is intended to implement the following measures in the administration building and the break hall: - renewal of the suspended acoustic ceilings, - replacement of existing external windows and doors, as well as internal doors if required (some of these have already been replaced), - floor coverings, painting and wallpapering in the building, - insulation of the facade, - flat roof renovation including thermal insulation, - renovation of the reinforced concrete break hall. Furthermore, as part of the renovation, an elevator is to be installed to provide barrier-free access to the cafeteria and the building services are to be upgraded. If necessary, further measures can be added as required during implementation. These must be agreed with the contracting authority in advance.
