Provision of a Comprehensive Gigabit Network and Offering Broadband Telecommunications Services in Underserved Areas (Dark Gray Areas) of the Municipality of Willingen (Upland) in the Economic Gap Model. The Municipality of Willingen (Upland) (hereinafter: "Concession Grantor") aims to establish comprehensive, high-performance access to gigabit networks. Furthermore, the Concession Grantor aims to strengthen its position as a business location and ensure the competitiveness of its companies. Therefore, concession agreements are to be concluded with telecommunications companies for the construction and operation of gigabit networks, as well as the provision of end-customer services in the areas specified below. The grantor submitted a funding application within the framework of the federal funding program "Funding to Support Gigabit Expansion of Telecommunications Networks in the Federal Republic of Germany - Gigabit Guideline 2.0" and received provisional funding. Furthermore, the grantor applied for co-financing under the "Guideline to Promote Gigabit Supply in the State of Hesse" and also received provisional funding. The funding is to be provided through an investment subsidy in the amount of the so-called profitability gap, i.e., the difference between the present value of all revenues and the present value of the expenditures for network construction and operation.
