The basis is the collective agreement on salary conversion for the purpose of leasing bicycles in the municipal public service ("tv-fahrradleasing") of October 25, 2020. Offenbach district and the Offenbach district rescue service company - award of a framework agreement for company bicycle leasing The contracting authorities would like to support the positive effects of health-promoting cycling, enable a stress- and traffic-free commute and make an active contribution to climate protection. To this end, the clients want to offer the approximately 1,120 employees of the district administration and the 180 employees of the Offenbach district rescue service the opportunity to convert monthly salary components for the purpose of leasing roadworthy bicycles in accordance with Section 63a of the Road Traffic Licensing Regulations (stvzo), as well as additional insurance benefits and leasing bicycle accessories. All employees of the aforementioned institutions who fall under the scope of the collective agreement should be given the opportunity to lease a new bicycle per employee with a total price of up to EUR 7,000 including sales tax. As part of the company bicycle leasing, the contractors take over the administrative processing of the leasing and the provision of insurance, and on request also service and maintenance packages in digital processing for the entire term of the contract. The framework agreement to be concluded for company bicycle leasing will specify the general conditions for all future individual leasing contracts. In the event of a call-off, the respective client concludes an individual leasing contract with the contractor for each bicycle ordered by an employee. At the same time, the respective client concludes a transfer contract for these bicycles with the respective employee, in which their rights and obligations with regard to the bicycle and the leasing are regulated. This is the first time that company bicycle leasing is being offered to employees. Therefore, there are currently no reliable figures or empirical values regarding the acceptance of the offer. However, the following assumption (estimate) is made, taking into account the experience of other, comparable administrations and companies: The maximum number of leased bicycles is 340 for the Offenbach district and 52 for the Offenbach district rescue service. Due to the densification caused by residential development in Wi-Erbenheim, in particular by the new Erbenheim-Süd development, the Justus-von-Liebig School is growing and will have 6 classes in the future. This will require additional space for 4 classrooms, 2 differentiation rooms and 1 care room, as well as other supplementary areas. It was previously checked whether the additional rooms could be accommodated in the existing building. However, it was determined that the additional space requirement cannot be accommodated in the existing building and additional rooms must be created. Since these implementations will not be feasible by 2024, the school will, in consultation, temporarily accommodate its resulting space requirement in the existing building. This temporary organizational solution is not sustainable for the school in the long term. A special feature to mention is that the volunteer fire department based on the property is to move out in the future. The buildings could therefore probably be vacated in 7 years. Since the need for school space arises earlier, the option of subsequent use of the space or demolition and new construction of the school areas on the volunteer fire department's site would not be available in time. Subject of the service to be commissioned: Outdoor area planning in accordance with Hoai 2013, as amended in 2021, Part 3, Section 1, § 38-40, service phases 1 -9 basic services. The first construction phase will involve demolishing the pavilions and building a new 2-storey building wing. The new building will then contain 8 classrooms, differentiation rooms and a toilet facility, with a gross floor area of approximately 492 m2. The second construction phase relates to the current administration wing; for this purpose, the relocation of the teachers' room is planned due to the greater space required and the construction/extension of the changing rooms and the gymnasium. The conversion will affect a gross floor area of approximately 402 m2. The third construction phase consists of the dismantling of the last two classroom containers, construction of a cafeteria with a kitchen and ancillary rooms, as well as a caretaker's office and a small workshop. A new pellet heating system is to be planned in the basement. The gross floor area for this is approx. 316 m2. Object planning: service phases 1-9 according to Hoai 2021 as a general planning service including specialist planning services. General planning services architecture and engineering The district of Kassel is planning to expand the classroom wing by building a new 2-story building, with the old pavilions being demolished. The plan is to reorganize and remodel the administration area and the changing rooms, enlarge the sports hall and build a new cafeteria with a kitchen and ancillary rooms. The project must be completed in 3 construction phases so that school operations can continue during the construction period. The open spaces and the schoolyard will be adapted after the renovation work. The preliminary planning has already been developed holistically in a project study based on the new school concept and summarized in a feasibility study, which will be made available for further processing. The three-storey building with a two-storey roof truss closes off the property in an L-shape towards Leonhardstrasse and the junction of Schützenrain. Its north-south section of the building is approx. 60 m long and 10 m wide. The two-storey caretaker's house from the time of construction is attached to the northern end of this building. The L-shaped extension to the south is approx. 18 m long and 6 m wide. The gymnasium from the time of construction and its adjoining rooms is attached to the western end of this section of the building on Schützenrain. The building, constructed of solid masonry, is plastered and has sandstone window surrounds and corner stones. The roof, bay windows, towers and one of the curved gables are slated. The ground floor and second floor of the building are used for teaching purposes. The school administration rooms are on the first floor. The basement houses a workshop, archive and storage rooms and the building services.
