Contract notice – general guideline, standard regulation Open procedure (services) Carrying out a UFP impact study For several years now, the discussion has intensified around the emissions and effects of ultrafine particles (UFP), i.e. particles in the size range < 100 nm, at the Frankfurt am Main airport site. One of the central arguments here is that the airport is one of the most significant sources of UFP for the surrounding area and that there is a corresponding need for action to avoid these emissions. The Hessian State Office for Nature Conservation, Environment and Geology (HLNUG) has been measuring and evaluating the ultrafine dust concentration in the area around Frankfurt Airport since 2017. It was found that when the wind blows from the direction of the airport and at times when there are flight operations, there is a significant increase in the UFP concentration in the area surrounding the airport. The extent to which the airport's UFP emissions influence a location depends on the distance from the airport and how often this location is in the airport's exhaust air due to the prevailing wind direction. The measurements have been gradually expanded and will continue over the duration of the project. Close cooperation between the contractors and HLNUG is expected. The measurement data and result reports are published regularly and are available to the contractors for use. In order to find out more about the various sources, the spread and possible health effects of these particles, the discussion about the emissions and effects of ultrafine particles (UFP), i.e. particles in the size range < 100 Nm, at the Frankfurt am Main airport site has been intensifying for several years. One of the key arguments here is that the airport is one of the most significant sources of UFP for the surrounding area and that there is a corresponding need for action to avoid these emissions. The Hessian State Office for Nature Conservation, Environment and Geology (HLNUG) has been measuring and evaluating the ultrafine dust concentration in the area around Frankfurt Airport since 2017. It was found that when the wind blows from the direction of the airport and at times when there are flight operations, there is a significant increase in the UFP concentration in the area around the airport. How strong the influence of the airport's UFP emissions is on a location depends on the distance from the airport and how often this location is in the airport's exhaust air due to the prevailing wind direction. The measurements have been gradually expanded and will continue over the duration of the project. Close cooperation between the contractors and HLNUG is expected. The measurement data and result reports are published regularly and are available for use by the contracting parties. In order to find out more about the various sources, the spread and possible health effects of these particles and to act on the basis of scientific knowledge, the Airport and Region Forum (FFR) initially commissioned background research on UFP at the end of 2018. This was then followed, in August 2019, by a two-day expert hearing. Independent external experts from various disciplines and areas of activity in the field of ultrafine particles were invited to publicly present and discuss the current state of science. Based on the results of this work by the HLNUG and the scientific findings obtained, the FFR has, among other things, dealt with and compiled the research questions that are still open and need to be clarified. The aim of the overall Source FFR (Study On Ultrafine Particles In The Frankfurt Airport Region) project is a comprehensive study of the exposure to UFP and its health effects in the Rhine-Main region. A total of four sub-projects are to be carried out for this - the service description presented here refers to the 4th sub-project: 1st sub-project - already completed: creation of a study design for a UFP exposure study, including corresponding mapping and a data management concept. 2nd sub-project - currently ongoing: implementation of the UFP exposure study. The exposure study should represent an independent project, but at the same time provide as far as possible the basis for a later UFP impact study. Any additional requirements for exposure recording from the perspective of the impact study will then be met as part of the impact study itself. 3rd sub-project - already completed: creation of a study design for a UFP impact study, including exchange with other existing UFP research projects. 4th sub-project: Implementation of the UFP impact study including an additional module on UFP exposure in order to specifically address the specific requirements of the impact study for exposure recording. However, the impact study should draw on the results of sub-project 2 as far as possible. The exposure module of the UFP impact study is therefore based on the first exposure study. Implementation of a UFP impact study This call for proposals only addresses the 4th sub-project. The following research questions are to be investigated: - What effect do ultrafine particles, particularly from the air and road traffic sectors, have on the health of the population in the Rhine-Main area? - Are there different effects depending on the UFP source? If so, which ones? - What are the mechanisms of action between UFP exposure and health consequences depending on the endpoint being investigated? - Are there differences depending on certain population groups? - What is the significance of multiple factors on health, e.g. combination of UFP/traffic noise or UFP/other air pollutants and meteorological parameters, such as UFP/temperature?

Contract notice – General guideline, standard regulation Open procedure (deliveries) Learning Management System for the Hessian State Fire Brigade School (HLFS) Procurement of a Learning Management System for the Hessian State Fire Brigade School (HLFS) Learning Management System for ... MoreLearning Management System for the Hessian State Fire Brigade School (HLFS) Procurement of a Learning Management System for the Hessian State Fire Brigade School (HLFS) Learning Management System for the Hessian State Fire Brigade School (HLFS) The Hessian State Fire Brigade School (HLFS) intends to procure a new multi-client Learning Management System (LMS) to be used to support teaching and provide digital learning applications and learning materials, as well as to conduct blended learning courses. This LMS is to replace an existing LMS. The LMS currently in use is reaching the limits of its performance due to the sharp increase in user numbers, technical innovations and additional required functionalities and therefore needs to be replaced as soon as possible. The HLFs is striving to continuously advance digitalization with a high degree of innovation in the training of (volunteer) firefighters. This includes, for example, the development of applications with VR technology (virtual reality applications) and the integration of these into the LMS, but also the LMS itself. The use of the new LMS is of outstanding importance for the HLFs, but especially for the approximately 70,000 members of the Hessian fire brigades. This makes it possible to make training even more efficient and effective. The aim of this tender is to implement a modern and contemporary learning management system (LMS) for the Hlfs and other clients such as the Hessian districts and rescue service organizations UW that fully meets current and future requirements for digital learning. The purpose of the project is to provide all existing and future digital learning offers for the training and further education of firefighters in Hesse within a digital learning environment. In addition, the planned LMS is to support classroom teaching at the Hlfs and create a portal for trainers at district level. The use of a comprehensive LMS will not only significantly develop teaching and learning at the Hlfs, but will also promote the digital skills of firefighters in Hesse. The target group for the use of a new LMS will be, among other things, members of the volunteer fire brigades, the professional fire brigades and the company fire brigades who are trained within face-to-face and blended learning courses at the Hlfs or other training centers in Hesse. An LMS can provide added value in terms of self-directed digital learning as well as in terms of supporting teaching and learning at the Hlfs and in terms of the organization of courses. District trainers and course participants can also benefit significantly from an LMS with regard to training at district level. Finally, there are many advantages for the Hlfs teachers, who can enrich their lessons with the diverse functionalities of an LMS. The detailed requirements can be found in the service description (file "service description"). Individual functional requirements for the planned LMS are abbreviated with FA and numbered, non-functional requirements with NFA. The additions (m) and (s) indicate whether it is a must (m) or a should (s) requirement.

Multiple planning for technical equipment, system groups 1-3 in accordance with Section 53 ff. Hoai, IV with appendix 15, phase 5-8. An office is sought for this project which will take over the services of technical equipment, system groups 1 to 3 in phase 5 to 8 including special services in accordance with Section 53 ff. Hoai 2021 IV with appendix 15. The technical systems of the Hessian Main State Archives in Wiesbaden are to be renovated in several steps. The subject of this procedure is now the renewal of the areas of sanitation, heat supply and, in particular, ventilation technology. Specialist planning of technical equipment, system groups 1-3 in accordance with Section 53 ff. Hoai, IV with appendix 15, Lph 5-8 Project description: For this project, an office is sought which will take over the services of technical equipment, system groups 1 to 3 in Lph 5 to 8 including special services in accordance with Section 53 ff. Hoai 2021 IV with appendix 15. The technical systems of the Hessian Main State Archives in Wiesbaden are to be renovated in several steps. The subject of this procedure is now the renewal of the sanitation, heat supply and, in particular, ventilation technology areas. These systems still correspond to the original equipment which was installed when the building was constructed in 1981. Due to the function of the building, the requirements for the indoor climate are above average, which the current system can only inadequately guarantee due to its age. Several ventilation systems are installed in the building (systems A to D), all of which must be replaced. These systems can be planned independently of one another, but they interact with one another. However, functionality must be ensured across the board. This can be achieved using interim conditions; finding the optimal approach is part of the planning task. The largest of these systems has pro rata eligible costs of around EUR 3.0 million. The fire extinguishing system, which also needs to be replaced, is not part of the contract and has no interfaces with the system groups advertised here. Service phases 1 to 4 have already been completed, Lph 5 partially completed, and the contractual relationship was then terminated. The measure is now to be continued with a new contractor. In order to balance out the interface that has arisen as much as possible, Lph 5 is to be commissioned in full again here. This ensures comprehensive familiarization with the existing documents and project structure. ____ Scope of services: Planning services for technical equipment plant groups 1 to 3 (hls) will be awarded in accordance with §§ 53 ff.
