Public tender (delivery service) printing ballot papers for the 2025 federal election for the federal state of Hesse. Production and delivery of ballot papers (south, west, east, center and north) for the federal state of Hesse for the election to the 21st German Bundestag expected to take place on February 23, 2025. The required format paper (rc paper) is provided by the client as sheets of 80 gsm in matt old white with 60 white as wide web (bb) and unground in the format 70 x 100 cm. Quality losses that would arise if narrow web format paper (sb) were not used are tolerated by the client during the production process of the ballot papers. Due to the format of the sheet paper provided by the client (70 x 100 cm), the contractor must use at least one sheet-fed offset printing machine in machine class IIIB (format class according to Bvdm) to process the order. Only providers who can carry out all services (typesetting, printing and further processing) in-house can be considered for the production of the ballot papers; the involvement of subcontractors is not permitted. However, a particularly reliable subcontractor can be commissioned with the delivery. Approximately 9 calendar days are available for the production and delivery of the ballot papers for the 2025 federal election. The latest delivery date is expected to be February 7, 2025. The exact delivery dates will be communicated to the respective contractor for each lot by the client as soon as the dates have been set after the contract has been awarded. The ballot papers must be delivered in different quantities directly to the respective municipalities. The distribution key is currently still being determined and will be communicated if the order is placed. The quantities stated in the list of services serve as the calculation basis. The client informs the contractor of the delivery addresses (with contact persons) in the municipalities. The delivery dates must be agreed upon immediately with the municipalities and must be adhered to. Note on the delivery date: Since the election is expected to take place on February 23, 2025 as an early election within 60 days of the dissolution of the Bundestag by the Federal President, the statutory deadlines have been greatly shortened. According to the draft of the Federal Ministry of the Interior and Home Affairs for a regulation on the shortening of deadlines for the election to the 21st German Bundestag, it can be assumed that a final decision on the approval of nominations will be made on January 30, 2025 (24 days before the election), and that the ballot papers can then be approved for printing immediately. If no complaints are lodged, the ballot papers can probably be approved for printing two days earlier. All ballot papers in a constituency must be absolutely identical. It is pointed out that blind and visually impaired people can vote nationwide using a universal ballot paper template (ballot paper marked by cutting off the top right corner, no more holes); this requires unconditional compliance with the specifications for format, frame and the arrangement of text and lines. Furthermore, it must be absolutely certain that ballot papers are not mixed up during production, packaging and shipping. Different colors are assigned to the constituencies as an identifying feature. The packaging is to be marked with the name "Federal Election Ballot Paper", the identifying color and the constituency. The final length of the ballot paper will be decided at a time when an overview of the number of nominations is available. Impressions are to be made on some of the ballot papers for representative election statistics. Proofs of the ballot papers are to be sent to the district election officers. Each district election office issues the printing approval for the corresponding constituency. The layout, header and right-hand side are made available to the authorized printers by the state election officer, the left-hand side by the district election officers as a PDF file. If problems arise in the production process (typesetting, printing and further processing) or shipping, the state election officer for Hesse is available as the client with his assigned employees to provide support. In the event of service disruptions, the contractor must inform the client immediately of the nature and extent of the disruption. The information must include, in particular, details of the constituencies or municipalities affected and a forecast of the full provision of services. The state election officer will issue a separate decree for the federal election for the production and distribution of ballot papers, which must be observed.
