In the implementation, 3 series in the test run and 4 series in regular operation in a hybrid format (face-to-face workshops, online events, preparation and follow-up or optional in-depth study) will be advertised. The implementation of the series will start in January 2025. There are 12 participant places in each series. In terms of content, the qualification measure consists of 4 topic blocks. The topic blocks are: 1. Leadership and culture 2. Administrative action and organization 3. Communication and team 4. School development and sustainability The contractor's task is the didactic, methodological and organizational conception as well as the implementation of the topic blocks in accordance with the specifications of the HMKB and in close consultation with the client along Hessian standards and orientation frameworks. The following applies to the implementation of the seminars: - The contractor undertakes to cooperate with the client and to involve them in the evaluation. - All work, in particular that which involves addressing third parties, must be agreed with the client in advance. In close consultation with the client, the contractor develops trainer materials (flow plans and presentations, all training materials) as well as the Moodle course structure along the client's Moodle structure framework. All materials are made available to the trainers and participants by the contractor in cooperation with the client and, if necessary, also adapted during the current season. The schedules contain an overview of the timeline, content, methodology and materials used in an event. In these plans, the specific skills and goals for the respective topic block and the respective sections in the schedule must be recognizable and named. - The documents and materials to be developed are based on the specifications in Appendix B in terms of their purpose and format and must be optimized for printing. - Learning journals must be created for the respective topic blocks. These are made available digitally and must be optimized for printing. The suggestions for self-reflection contained in the learning journals should be integrated into the seminars. - The contractor creates posters that are integrated into the face-to-face seminars, not least to clarify overarching thematic connections between the topic blocks. The contractor is responsible for printing and sending the posters. - An advance organizer for the topic blocks has already been developed (see Appendix A), but may need to be adapted to suit the topic blocks. - The materials for topic block 1 that have already been created and have been checked by the contractor will be offered to the client for re-checking and approval in Moodle 4 weeks before the start of the first face-to-face workshop and will also be made available by email. For modules 3 and 4, this period is approximately 9 weeks, as the materials have to be newly developed. Evaluation and quality assurance measures - The contractor undertakes to cooperate with the client and to involve them in the evaluation. - The evaluation is carried out separately by an internal service provider and is not part of the tender. - The creation of the online questionnaires, their online placement and the evaluation are not part of this tender. - The client supports the trainers as required throughout the entire process and provides the group-specific framework data for the survey. The contractor must carry out the following tasks: - Initiation of the feedback survey for topic blocks 1, 3 and 4 using the survey portal of the state of Hesse - Sending the relevant links to the feedback survey to the client - At the end of each topic block, enough time must be allowed for the digital feedback survey as part of the event. The time slots must be integrated into the schedules. - Transmission of the results of the feedback survey to the client no later than 3 days after completion of the survey - At the end of each series, enough time must also be allowed for the digital final survey as part of the event. The time slots must be integrated into the schedules. - The results of the evaluation must be incorporated into the implementation of the training courses and into the documents in consultation with the client - including during the current season. - Regular exchange (at least once a quarter, also possible monthly) takes place in the contractor's internal quality loops with the trainers for the topic areas of quality assurance, further development and standardization of the seminars. - Participation in reflection loops for each topic block and, if necessary, across the board serves to ensure quality with the client. Reflection loops support agile support and any short-term adjustments that may be necessary. - Observations by the HMKB and the client in the face-to-face workshops and online events must be made possible. For the contract in question here, "qualification of head teachers in Hesse who are newly appointed (QSH newly appointed / hybrid implementation format)", a maximum financial framework of €190,000 net is available. Exceeding this limit will result in exclusion from the procedure. The award procedure is subject to the express reservation of the approval of the budget funds (condition subsequent).

The physiotherapy department of the Weiterstadt correctional facility treats around 115 patients, each with around 6 prescriptions per year (690 prescriptions annually), in accordance with the statutory provisions of the statutory health insurance companies. The scope over the entire service period is therefore around 2,760 prescriptions. Physiotherapy treats limitations in the body's mobility and functionality and is a medically prescribed treatment. It is a useful addition and sometimes alternative to operations or medication. Physiotherapy includes physical therapy exercises, physical measures, massages and manual lymphatic drainage. If required, physiotherapy can take place in the premises of the JVA-Weiterstadt medical department during business hours from Monday to Thursday from 7:30 a.m. to 4:00 p.m. and Friday from 7:30 a.m. to 1:00 p.m.

The required format paper (rc paper) is provided by the client as sheets of 80 gsm in matt old white with 60 white as wide web (bb) and unground in the format 70 x 100 cm. Quality losses that would arise if narrow web format paper (sb) were not used are tolerated by the client during the production process of the ballot papers. Due to the format of the sheet paper provided by the client (70 x 100 cm), at least one sheet-fed offset printing machine in machine class IIIB (format class according to Bvdm) must be used to process the order at the contractor. Only providers who can carry out all services (typesetting, printing and further processing) in-house are considered for the production of the ballot papers; the involvement of subcontractors is not permitted. However, a particularly reliable subcontractor can be commissioned with the delivery. Approximately 4 to 6 calendar days are available for the production and delivery of the ballot papers for the 2025 federal election. The exact delivery dates will be communicated to the respective contractor for each lot by the client as soon as the dates have been fixed. The ballot papers must be delivered in different quantities directly to the respective municipalities. The distribution key is currently being determined and will be communicated when the order is placed. The quantities specified in the service specifications serve as a calculation basis. The client informs the contractor of the delivery addresses (with contact persons) in the municipalities. The delivery dates must be agreed directly with the municipalities and must be adhered to. Note on the delivery date: Since the election is expected to take place on February 23, 2025, the exact dates for retrieval or print release have not yet been determined at the time of the award procedure. These dates will be communicated to the contractor immediately after the contract is awarded. Please note that the statutory deadlines are greatly shortened in the event of an early election. If the contract is awarded, the agreement applies that the client sets the delivery time at short notice in accordance with the statutory deadlines. All ballot papers in a constituency must be absolutely identical. It is pointed out that blind and visually impaired people can vote nationwide using a universal ballot template (ballot paper marked by cutting off the top right corner, no more holes); this requires strict compliance with the specifications for format, frame and the arrangement of text and lines. It must also be absolutely certain that ballot papers are mixed up during production, packaging and shipping. Different colors are assigned to the constituencies as an identifying feature. The packaging is to be marked with the designation "Federal Election Ballot Paper", the identifying color and the constituency. The final length of the ballot paper will be decided at a time when an overview of the number of nominations is possible. Impressions are to be made on some of the ballot papers for representative election statistics. Proofs of the ballot papers are to be sent to the district election officers. Each district election office issues the printing approval for the corresponding constituency. The layout, header and right-hand side are made available to the commissioned printers as a PDF file by the state returning officer, the left-hand side by the district returning officers. If problems arise in the production process (typesetting, printing and further processing) or shipping, the state returning officer for Hesse as the client and his assigned employees are available to provide support. In the event of service disruptions, the contractor must inform the client immediately of the type and extent of the disruption. The notification must include particular information on the constituencies or municipalities affected and a forecast of the full provision of services. The state returning officer will issue a separate decree for the federal election for the production and distribution of ballot papers, which must be observed.
