Description Invitation To Bid Procurement Of Supplies With Printing Services As Part Of The Requirements For Cy 2024 With Purchase Request No. 24-01-0037 (negotiated Procurement – Two Failed Biddings) 1. The Office Of The President, Through The General Appropriation Act (gaa) Fy 2024 And/or Fy 2023 Gaa Continuing Appropriations Intends To Apply The Sum Of ₱1,366,177.83 Being The Abc To Payments Under The Contract For Procurement Of Supplies With Printing Services As Part Of The Requirements For Cy 2024 With Purchase Request (pr) No. 24-01-0037 (negotiated Procurement – Two Failed Biddings). Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. In View Of The Two (2) Failed Competitive Biddings, The Office Of The President Now Invites Bids For The Above Procurement Project Pursuant To Section 53.1 Of The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184. Delivery Of The Goods Is Required Fifteen (15) Working Days Upon Receipt Of The Notice To Proceed (ntp). Bidders Should Have Completed, Within The Last Three (3) Years From The Date Of Submission And Receipt Of Bids, A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instructions To Bidders). 3. Bids Will Be Evaluated Using A Non-discretionary “pass/fail” Criterion As Specified In The 2016 Irr Of Ra No. 9184. A. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra No. 5183. 4. In Case Of A Tie Or When Two Or More Of The Bidders Have Been Post-qualified As Lowest Calculated And Responsive Bid, The Winning Bidder Shall Be Determined Through The Drawing Of Lots. 12.
