The first formula for minimum average annual contractual turnover is: Minimum average annual contractual turnover = V/N or "V" whichever is less Where: V = Advertised value of the tender in crores of Rupees N = Number of years prescribed for completion of work for which bids have been invited This can also be calculated as: Average Annual Contractual Turnover = (Total Contractual Payments in previous 3 years) / 3 The second formula for available bid capacity is: Available Bid Capacity = [A x N x 2] – 0.33xNxB Where: A = Maximum value of construction works executed and payment received in any one of the previous three financial years or the current financial year (up to date of inviting tender) N = Number of years prescribed for completion of work for which bids have been invited B = Existing commitments and balance amount of ongoing works with the tenderer The tenderer's available bid capacity should be equal to or more than the total bid value of the present tender.
