Description The National Housing Authority Through Its West Sector Regional Office Bids And Awards Committee (wsrobac), Is Inviting Consulting Services To Undertake The Valuation Of A Property Under Small Value Procurement In Accordance With Section 53.9 Of The Revised Implementing Rules And Regulations Of Ra 9184 For The Contract: Name Of The Project: Ref. No. Ws-2024-08-024a: Procurement Of Two (2) Consulting Services For Appraisal Of Seven (7) Commercial And Two (2) Institutional Lots In Ncr West Sector For Market Value And Market Rent Determination On An “as Is Where Is” Basis Scope Of Works: 1. The Appraisal Shall Cover The Above-identified Lots With Valuations To Be Rendered As Follows: A. Market Value Of Lot/s On An “as Is, Where Is” Basis (see Table Iii.1 Of Tor) B. Market Value Of Each Of The Existing Structures (see Table Iv.1 Of Tor) C. Market Rent Of Lot/s On An “as Is, Where Is” Basis D. Market Rent Of Each Of The Existing Structures The Appraisal Shall Also Include Land, Buildings, Other Land Improvements And Machinery/equipment Attached To The Buildings That May Have Been Inadvertently Omitted From The List. 2. Property Location And Identification – Conduct All Necessary Inspection, Based On The Technical Description (td) As Inscribed On The Title Or From Other Available Documents/information To Verify And/or Record The Following: Property Location And Identification; Landmarks And Distance From Main Thoroughfares. 3. Land Data – Locate, Inspect, And Plot The Subject Property To Determine Boundaries, Use And Occupancy, Obstructions That Would Affect The Access To And From The Property, Easements, And Physical Characteristics Of The Land That Include: A. Size B. Shape C. Terrain D. Elevation In Relation To Fronting Thoroughfare E. Road Type And Width F. Average Depth If The Conditions Mentioned Above Are Not Present, The Report Should Specifically State So. 4. Improvements – Conduct An Inspection Of All Improvements, If Any, To Determine The Floor Area, Number Of Rooms, Nature, Make Or Type, Materials Used, Remaining Economic Life, Extent And Condition Of Existing Improvements. 5. Neighborhood Data – Conduct A Survey On The Immediate Neighborhood Of The Subject Property To Record: A. Compliance With The Official Zoning Of The Area Where The Property Is Located; B. Land Development; C. Availability Of Public Service – I.e., Water, Power, Gas, Telephone, Sanitation, And Transportation; D. Nature And Condition Of Public Thoroughfares; E. Nuisances And/or Easement, If Any; F. Availability And Accessibility Of Amenities - I.e., Commercial Centers, Recreational Facilities, Hospitals And Churches, School, And Public Markets. 6. Highest And Best Use – Analyze The Prevailing Land Use In The Neighborhood And Current Land Use Plans And Compare The Nature Of The Subject Property In Order To Determine The Highest And Best Use (habu). 7. Market Valuation – Gather And Analyze Data On Recent Sales Of Similar Properties Preferably Within The Last Two (2) Years And Within Three (3) Kilometer Radius From The Location Of The Subject Property And Interview People Known To Be Knowledgeable Of Real Estate Prices And The Circumstances Of The Sales. When Using The Cost Approach, Gather All Relevant Data Including Construction Cost Information For Materials, Labor, Contractor’s Overheads, Profit And Fees. Approved Budget For The Contract (abc): Php 350,000.00 Or Php 175,000.00 Each Of The Two (2) Consulting Services To Be Hired Source Of Fund : Corporate Receipts Duration : Ninety (90) Calendar Days The Terms Of Reference (tor) Are Available At The Office Of West Sector Ncr, Canonigo St. Paco,brgy 824, Zone 89, Manila Upon Submission Of Letter Of Intent (loi) Starting On September 24, 2024. Statement Of The Consultant Of All Its Ongoing And Completed Government And Private Contracts Similar In Nature Within The Last Five (5) Years. The Statements Shall Include, For Each Contract, The Following: A. Name And Location Of The Properties; B. Date Of Award C. Type And Brief Description Of Appraisal Services; D. Amount; And E. Duration 7. Duly Signed Appraisal Proposals And Price Quotation Form (annex “a”) All Requirements Must Be Placed In A Sealed Envelope And Submit The Same On Or Before October 1, 2024 Not Later Than 10:00 A.m. At The Office Of The Nha West Sector Located In Canonigo St. Paco, Brgy. 824, Zone 89, Manila. Late Submission Of Proposals Shall Not Be Accepted. Proposals Shall Be Evaluated Using The Quality-cost Based Evaluation/selection (qcbe/s) Procedure. The Nha Has The Right To Reject The Appraisal Report Submitted By The Hired Accredited Appraisal Service Providers If The Same Is Found To Be Deficient In Content Or Information Such That The Nha Shall Communicate Said Observation To The Appraiser Who Shall Re-submit A Revised Comprehensive Report Within Ninety (90) Calendar Days From Receipt Of Said Notice At No Extra Cost To The Nha.
