The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instruction To Bidders). 3. The Procurement Of The Project Will Be Conducted Through Negotiated Procurement – Two Failed Biddings, An Alternative Method Of Procurement, In Accordance With Section 53.1 Of The Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184. 4.
