The National Housing Authority, As Authorized By The Inter-agency Council For The Pasig River Urban Development Per Iac Resolution No. 7 S. 2024, Intends To Apply The Sum Of Forty-eight Million Seven Hundred Twenty - Four Thousand Three Hundred Nine And 48/100 Pesos (php 48,724,309.48)) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The Design And Build Contract For Pasig River Urban Development Project 240-meter Esplanade At Maestranza, Intramuros, Manila - Rebid With Project Identification No.ws-2024-09-035a. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. The National Housing Authority – West Sector Regional Office Bids And Awards Committee (wsrobac) Now Calls For The Submission Of Eligibility Documents For The Above-mentioned Project. Eligibility Documents Of Interested Bidders Must Be Duly Received By The Wsrobac Secretariat On Or Before October 4, 2024 (friday), Not Later Than 10:00 A.m. At Nha West Sector Regional Office Located At Canonigo St., Brgy. 824, Zone 89, Paco, Manila. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. 3. Interested Bidders May Obtain Further Information From National Housing Authority – West Sector Regional Office Bids And Awards Committee (wsrobac) And Inspect The Bidding Documents At The Address Given Below During 9:00 A.m.to 4:30 P.m. 4. A Complete Set Of Bidding Documents May Be Acquired By Interested Bidders Starting On September 27, 2024 From The Address Below And Upon Payment Of The Applicable Fee For The Bidding Documents, Pursuant To The Latest Guidelines Issued By The Gppb, In The Amount Of Twenty Five Thousand Pesos (p 25,000.00). It May Also Be Downloaded Free Of Charge From The Website Of The Philippine Government Electronic Procurement System (philgeps) And The Website Of The Procuring Entity, Provided That Bidders Shall Pay The Applicable Fee For The Bidding Documents Not Later Than The Submission Of Their Bids. 5. The Bac Shall Draw Up The Short List Of Bidders From Those Who Have Submitted Letter Of Intent, Including The Eligibility Documents, And Have Been Determined As Subject To Section 23 And Section 24, Rule Viii, Ra 9184 And In Compliance With The Requirements Enumerated Under The Instruction To Bidders (itb) And In The Forms Prescribed By The Government Procurement Policy Board (gppb) For This Type Of Procurement. A Modified Set Of Requirements Integrating Eligibility Documents And Criteria For Infrastructure Projects And Consulting Services Shall Be Adopted In Accordance With Section 9 Of Annex “g” - Guidelines For The Procurement And Implementation Of Contracts For Design And Build Infrastructure Projects Of The Revised Irr Of Ra 9184. 6. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184 And Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 7. The Procuring Entity Shall Evaluate Bids In Accordance With Section 11 Of Annex “g” - Guidelines For The Procurement And Implementation Of Contracts For Design And Build Infrastructure Projects. 8. The Contract Shall Be Completed Within Sixty (60) Calendar Days. 9.
